摘要: | 開放式取用意指透過公共的網際網路提供免費取得,讓使用者在沒有經濟、法律與技術障礙的前提下,允許他們進行閱讀、下載、複製、散佈、列印、檢索、連結全文、蒐集與其他合法目的之使用。近年來,開放式取用也受到學術界之重視,成為各界所關注的議題。 本研究首先探討臺灣圖書資訊學研究者進行自我典藏,以及期刊網站執行開放式取用之方式,藉以得知目前開放式取用之現況。透過問卷調查分析,來探討臺灣圖書資訊學界作者,對於開放式取用之看法,最後針對政府相關單位、出版社、圖書館及學術界提出建議,以供各界參考。
在問卷調查對象部分,共計發出263份問卷,回收100份,有效問卷95份,填答率36.12%,研究結果如下:(1) 作者於網路上進行自我典藏者比例不高。(2) 台灣缺乏正式之學科典藏庫(3) 作者對開放式取用之未來發展多持正面且樂觀之態度(4) 倘若能解決作者對OA疑慮,大部分作者願意進行OA(5) 圖書資訊學期刊進行開放式取用尚有改善空間 (6) 作者對於開放式取用期刊之規定接受度不高(7)國內外作者對於OA看法,並無太大之差異性。
依據研究結果,提出以下建議:(1)政府方面:透過完整的評鑑與制度獎勵期刊進行開放式取用。(2)出版社方面:制訂適宜的開放式取用規則、提供檢索功能、回溯期刊文章進行開放式取用、嚴謹的同儕評閱制度、避免出版時滯問題、期刊網站之內容須定期更新、避免文章遭到複製濫用、善用新的網路科技。(3)圖書館方面:開放式取用之推廣、定期更新期刊相關資訊。(4)圖書資訊學界:設置圖書資訊學典藏庫、鼓勵研究者進行自我典藏。 “Open Access” means that its free availability on the public internet and permitting users to read, download, copy, distribute, print, search or link full texts of these articles, or use them for any other lawful purpose without financial, legal or technical barriers other than those inseparable from gaining access to the internet itself. Recently, much more emphasis of Open Access movement has gradually changed the scholarly community to some extent, which results in many of fundamental issues of academic journal publishing. This thesis firstly discusses the library science researcher the way of doing and those OA journal websites in Taiwan. Secondly, by conducting a questionnaire survey, researcher probes into journal author’s attitude of Librarianship toward Open Access. Finally, according to research results, suggestions for government, publishers, libraries, and library science academic circles have been given.
The Study compiles “Questionnaire for Taiwanese library science journal author’s attitude toward Open Access”, 263 objects of survey are sent with 100 feedbacks received, in which 95 is effective at a feedback rate of 36.12 %. The result of the study is as the following: 1. The rate of authors doing self-archiving is low. 2. There is no official disciplinary repository on library science in Taiwan. 3. The authors’ attitude is optimistic toward Open Access. 4. Getting rid of the negative thinking for Open Access, they will proceed to having Open Access. 5. Most of the library science journal websites remained to be improved. 6. Authors reluctant to fully support the rules of the Open Access journal. 7. Comparing with results of foreign researches, it shows that few differences between Taiwan authors and the aboard.
In conclusion, suggestions are given to:
1. Government: It should act as a sponsor or promoter of Open Access by means of implementing assessment of journal publishers. 2. Publisher: Making the suitable rule for Open Access, providing the retrieval function, and allowing back issues to be Open Accessed. They also need rigorous peer review, avoiding publishing lag, renew the content on journal websites, avoiding the abuse of article duplication, and keeping the network technology updated. 3. Library: Promoting Open Access, and renewing the periodical-related information for the sake of efficiency of access. 4. Scholarly community of Librarianship: Establishing official disciplinary repositories on Library & Information Science, and encouraging authors developing self-archiving actions. |
