    Abstract: 自94年全民國防教育法立法通過後,國防部為加強民眾對國防政策的認同與支持,擬定了一系列的多元性活動,其中以「暑期戰鬥營」、「國防知性之旅」營區開放、「全民國防徵文、圖徽甄選活動」、「全民國防教育網」為最主要之重點;而全民國防教育多元性活動經由公民參與除可將人民渉及公共事務之中,甚至參與執行政策的工作,以促使公民社會的改善與成長。另經由多元性活動內容,吸引全民關注與參與,擴大全民國防教育宣導成效,並將全民國防理念,推廣(深植)至國人的觀念中,融入及落實在生活之中。
    We are in an era of globalization in which every country interacts with each other closely, and makes national security difficult to uphold. However, war and defense are not only confined to military actions and military servicemen. It is the duty of all citizens. “National Security, Everyone''s Responsibility” is now an universal value. This concept is worthy of noting for our Ministry of Defense who concerns about the situations between Taiwan and Mainland China. Since Taiwan is under the threat of Chinese military attacks, it is important to take all-out defense seriously.
    Multiple activities in national defense education refer to people who involve in public affairs directly. During the process, people have the rights to make decision, and can even participate in the policy process, in order to improve and develop its efficacy. The purpose of this essay is to discuss the functions and effectiveness of multiple activities plan. This essay also analyzes methods of increasing public’s attention and participation, so that the goals of national defense education and all-out defense could be accomplished.
