    摘要: 村里是地方自治團體下設之政治性行政單位,不具機關之法律地位;里辦公處沒有獨立的人事權與預算權,也不能單獨對外行文。里長既非政務官,不受立法監督;又無事務官任用資格,不受人事考績,其法律地位相當不明確。傳統觀念上里長服務里民而獲得里民支持,並以能連任里長為目標,因此里長工作績效指標是值得探討的課程;本研究以平衡計分卡之觀點,運用四個構面(顧客、財務、內部程序、學習與成長)`針對桃園縣471位村里長對工作績效指標重要程度認知進行研究。
    本研究目的分別為:一、探討桃園縣471位村里長個人背景變項對工作績效指標之影響;二、根據研究結果提出結論與建議,做為里長認知及政府機關進行村里制度改革之政策建議,並提供未來從事相關研究者參考。
    本研究主要以問卷調查的方式,透過桃園市、中壢市、平鎮市、八德市、楊梅鎮、大溪鎮現任里長為問卷調查對象,並進行描述性統計分析,發現人口統計變項方面,里長以男性、51-60歲、高中程度、公務人員的人數佔最多,多數里長為服務2屆且未接受過績優表揚,大部分的里長有意繼續為民服務,且有連任之意圖。經以t檢定及單因子變異數分析結果,顧客構面會因不同性別、教育程度而有顯著差異;其餘個人背景變項與各構面皆無顯著差異。
    本研究建議如下:一、顧客構面上:里長與各級民意機關建立良好關係且互動頻繁;里長參與社區發展協會組織運作;里長提供里民公共事務參與機會;里長任期四年,連選得連任一次。二、財務構面上:提高村里長事務費,並規定一定比例金額需單據核銷;里幹事以業務性質做分工配置;小額村里基層工作經費,能以化零為整結合社區資源方向做規劃。三、內部程序構面:里辦公處應用電子化作業;鼓勵里民多參與公共事務。四、學習成長構面:里長須自我成長;並主動尋求更多的學習管道。
    The Li or Village, the basic unit of local government in Taiwan, didn’t get any statutory status so far. As a fundamental organizational unit, Li doesn’t have its own authority on staffing and budgeting. It is not authorized to issue formal documentation to the people and other government organizations. The Li Chief is not acknowledged as a civil servant, nor a political appointee. In addition, they are excluded by government audit system. The Li chiefs are elected to represent the entire community of local areas. Traditionally, they enact significant roles for enhancing performance of local governments to win the re-election as their personal goals. Since their performance evaluation mainly depends on the election, how they perceive their performance is a important issue to study. This research tried to conduct an empirical survey of 471 Li chiefs in Taoyuan County through applying the four aspects including Customer, Financial, Business Process, and Learning and Growth adopted from the Balanced Scorecard (BSC) to set up performance indicators for Li Chiefs.

    The purposes of this research are as the following,
    1. analyzing the biographies and their influences upon the perception of performance indicators.
    2. providing conclusion and recommendations based on the research findings so as to improve the perception of the Li chiefs and serve as a reform means for performance improvement.
    This research subjects are current incumbents of Li chiefs ncluding Taoyuan City, Chung-Li City, Ping-Zhen City, Bade City, Yang-Mei Township, and Dasi Township. According to the data collected, the subjects are mostly male between 51 to 60 years old with an education level of high school. Most of them are already elected twice, and they still have intentions to run the campaign again to serve the local communities. The findings indicate that perception for customer-oriented performance indicators has significant differences among gender and education background whereas other personal background and perspectives does not have significant impacts.

    The suggestions of this research are as follows:
    1.For the aspect of Customer the Li chiefs should maintain a good and close relationship with other organizations. The Li chiefs should participate in the development of communal associations and provide opportunities for people to join public affairs. The Li chiefs should be chosen every four years, and can be re-elected once only.
    2.For the aspect of Financial, Li chiefs should increase the amount of operation funds of the Li and they have to set percentages of verification respectively. The secretary to the Li chief should divide their work time based on the types of citizen affairs, and integrate small amount of expenses into an efficient project.
    3.For the aspect of Internal Business Process, Li chiefs should establish electronic operating procedures and encourage local citizens to participate in public affairs.
    4.For the aspect of Learning & Growth, the Li chiefs should keep self-improving and get more learning opportunities for themselves and the people.
