空軍福利營站係國防部提供國軍官兵、榮民及眷屬一個安心、方便購物的地方，以嘉惠軍榮(眷)，滿足其生活所需而設置，屬『國軍生產及服務作業基金』-『福利作業』。其營運雖然不是以營利為目的，當仍應以創造最高效益為原則，在自負盈虧前提下，除應達成作業基金設置目的外，更應以追求最高效益為原則。民國91年起，空軍福利營站引進便利商店並行經營模式，便利商店正式進入軍中福利市場，對於國軍福利營站而言，產生了相當之衝擊與影響。基此，本文欲探討引進便利超商之原因，係透過優劣機威(SWOT)分析法，比較空軍福利營站便利商店經營之優劣，以及引進超商後對於空軍福利營站之正、負面影響。 The military post exchange plays an important role that offer a cheaper price of commodity and secure convenience to the military for shopping. The goal of post exchange is to satisfy the daily needs in the military. The people in the military can also share benefit when there is revenue. Since 2002, The military introduced convenience store into several bases. This essay reviews the whole process, and evaluates its positive and negative impacts. This essay compares the differences of business model between post exchange and convenience store. Its shows that the introducing convenience store can bring more benefits for the military, and it is worthy promoting to other military bases.
