    Abstract: 我國的強制執行後座安全帶草案是立意良好的管制性政策,本研究以議題設定理論為基礎,討論新聞媒體如何報導社會的重大事件,並且運用設計問卷與訪談的方式藉以瞭解媒體、民眾、政治菁英彼此之間對於公共議題的相互認知為何。
    本文內容共有六章:第一章包含研究動機、目的與問題、方法、名詞界定、限制以及流程與架構;第二章說明我國強制後座安全帶草案的制定過程;第三章為文獻探討,目的在於瞭解議程設定、框架理論、媒體與民眾互動的意涵。第四章中的訪談題綱分別以媒體傳播作為、政治菁英立法觀點、民眾觀點、合法化過程中的爭議點四大變項所組成;訪談對象則以與我國強制後座安全帶草案制定過程有關的標的團體進行訪談。第五章進行訪談結果分析,目的在於探討媒體促進個人自身安全的意識、政府部門的交通宣傳、影響民眾認知框架的效果。最後,在第六章說明研究發現與政策建議,根據研究發現所得出本文的研究建議,讓我國強制後座安全帶政策議程設定的探討能更為完善,以及瞭解行車安全的重要性。
    The back seatbelt policy is a good will regulative policy for Taiwan; this research mainly adopts the agenda-setting theory to study the media how to announce significant issue. Besides, use the questionnaires design and interviews to realize the epistemic of public issue among media, public opinion and political elites.
    The thesis includes six chapters: the first chapter contains the motivation, purpose, question, method, definition, restrain flow and framework of the back seatbelt policy research. The second chapter expounds the making process of back seatbelt policy. The third chapter is literature review, which is to realize the meaning of agenda-setting theory, frame theory and the interaction between media and public. The chapter four is interview questions, composed the perspectives by media communication, political elites and controversies. Otherwise, the interview objects are Taiwanese policy stakeholders, who are related to the back seatbelt policy. Chapter five in this thesis is attempted to analyze the individual safety conscious, governmental traffic propaganda and the public frame influences. Finally, according to the research findings, policy recommendations are made to ensure Taiwan back seatbelt policy works more effectively and to realize the importance of traffic safety in Taiwan.
