| 摘要: | 國人逐漸認知菸品對個人及社會所造成的危害，因而禁菸政策的執行成效日益受到關注，惟禁菸政策涉及眾多政策利害關係人，因之在政策制定過程中，易難以取得共識。此外，禁菸政策的執行成效涉及政府作為、政策工具、不同政策利害關係人之意見以及政府執行能力等面向，本論文主要以管制治理的概念分析禁菸政策，並藉由文獻分析與深度訪談的方式，找出禁菸政策制定與執行時的問題，並提出改善之道。
本論文分為六章：第一章包含研究動機、目的與問題、方法、範圍與限制、流程與架構；第二章為理論與文獻探討，主要聚焦於管制治理、政策工具與政策利害關係人的概念，同時涵蓋了政策利害關係人的角色扮演及國內相關研究之省思的內容；第三章是描述台灣禁菸政策的發展過程，並且釐清禁菸政策推動時所產生的爭議與缺失。第四章是研究設計，包含政策利害關係人之參與、回應性評估法與運用，以及訪談對象與大綱；第五章為訪談分析與討論，將訪談結果做成逐字稿，逐一分析政策利害關係人的觀點。最後，根據研究發現提出政策建議，期能藉此提高台灣禁菸政策的執行成效。
People gradually recognize that tobacco may cause personal and society harm, as a result we take note of the implement effects of tobacco control policy. However, tobacco control policy involves numerous policy stakeholders; therefore, it is hard to obtain a consensus. In addition, the implement performance depends on government; policy instruments, different policy stakeholders'' opinion and government implement ability etc. This thesis mainly applies the concept of regulatory governance to tobacco control policy, and finds that the questions of tobacco control policy-making and implementation process by documentary analysis and interview, and put forth the way of improvement.
The whole thesis is divided into six chapters: Chapter one contains the motivation, the purpose and questions, method, area and restriction, process and framework; Chapter two is about theories and literature review, mainly focusing on the regulatory governance, policy instrument and policy stakeholder, covered the content of the inspection of the policy-stakeholder played by a person''s role and the internal related research in the meantime; Chapter three is policy development process that describes tobacco control policy in Taiwan, and distinguishes the controversy and imperfection produced for furthering the tobacco control policy. The fourth chapter focuses on policy design, including the policy stakeholders'' participation, response valuation method and usage, and the interviews object and outline; The fifth chapter is an interview analysis and discusses and interview draft, one by one analyzes the policy stakeholders'' standpoint. In the last chapter, the thesis puts forth a policy suggestion according to the research findings, hoping to improve the implement effects of the tobacco control policy-implementation in Taiwan. |
