    摘要: 各國政府為了提高公務人員素養,開設專業訓練機構來訓練公務人員。我國政府設立了包括經濟部經建行政人員訓練班、專研中心在內多達52所訓練機構。導致我國公共訓練機構組織疊床架屋,各自為政,造成政府資源嚴重浪費。為了改善上述缺失,行政院從民國92年開始對行政院所屬公共訓練機構組織加以整併,精簡組織員額,以提升行政效率。而我國公共訓練機構歷經數十年的生命歷程,在推動組織改造的過程中,研究者認為如果缺乏完善的規劃與配套方案,恐將適得其反,形成反效果。
    本文旨在以經濟部經建行政人員訓練班為研究對象,採取文獻探討法、個案研究法和訪談法來探究導致經建班被裁撤的內、外部因素,分析經建班特色、功能、定位、組織變遷之過程,研究經建班整併原因、以洞悉我國公共訓練機構組織發展歷程、變遷方向、變遷成果以及變遷影響,找出導致經建班去任務化真正原因及其去任務化後對經濟部訓練業務之影響。
    經濟部經建行政人員訓練班是經濟部所屬的訓練機構,培訓了大量的經貿人才,尤其是其外國語文等課程深受學員的喜歡。由於經濟部政策考量於96年10月去任務化;本文採訪了當時與經濟部經建行政人員訓練班去任務化有關的官員,探尋他們對經濟部經建行政人員訓練班被裁撤、裁撤原因、裁撤過程、發展策略、發展前景之看法,結合眾多官員之看法適時提出自己之見解與建議,以提供未來公共訓練機構轉型規劃之參考。
    In order to increase the capacity of civil servants, many countries set up training institutions dedicated to training civil servants. Our government established about 52 major training institutions, including the Economic Planning and Development Training Program for Executive and the Research Center in Ministry of Economic affairs (MOEA). The phenomenon of too many training institutions brings the burdensome structure, and also might waste the public resources. To reduce those shortcomings, the Executive Yuan started to integrate public training institutions, trim the organization staffs, and to increase efficiency from 2003. Under the process of re-organization, if it lacks proper planning and supporting programs, the negative effects would appear.
    This thesis is aimed to the Executive Training Program for Economic Planning and Development, Ministry of Economic Affairs. This essay uses literature review, case study and depth interview as research method. The purposes of this essay are to figure out the internal and external reasons for its abolishment, features, functions, location, the process of organizational changes, and the reason of integration. In this way, this thesis will get insights of development process of training institutions’ course, the direction of changes, the outcomes of transformation, the effort of alteration, and to find out the actual reasons for abolishment and the impact of the abolishment to training institutions.
    Economic Planning and Development in Ministry of Economic Affairs is the administrative staff trained under the Ministry of Economic Affairs of the public training institutions, trained a large number of economic specialists. In spite of its popularity and efficacy, this project is terminated under the policy of public institutions reorganization. This essay aims to explain the process of reorganization, and try to propose future strategies of public training institutions development.
