    Abstract: 面對快速變遷的外在環境,不論是民營企業或是政府機構,唯有保持競爭力,才能在瞬息萬變的環境中生存,ISO10015訓練品質標準自1999年12月推行以來,已經在全世界形成一種風潮,為企業的訓練品質管理系統建立了良好的典範,使得推行ISO10015品質系統成為企業追求訓練品質的趨勢,但公部門在本質上不同於一般營利型組織,ISO10015是否同樣有助於公部門訓練品質管理之工作,進而提升整體組織績效,具有重要的研究價值。

    為探討ISO10015對我國公務人力訓練之成效,本研究以獲得職訓局TTQS(Taiwan TrainQuali System)計畫認證之個案機構為研究對象,經研究結果之分析後發現公部門實施ISO10015可能產生的困難包括:導入經費太高、員工心理排斥、以及文件標準化的繁瑣過程等,因此尚不適合直接導入,並綜合整理出公部門應如何運用ISO10015條文精神,建立公務人力訓練品質機制之可行策略。
    Facing external environment, no matter it is the public or privacy sector, it is only way to survive by maintenance competitive ability. The ISO10015 training quality systems have had already become a kind of unrest in the whole world since 1999. The quality systems also build up the most basal standard for the enterprise training quality of the world, and thus made that executing the ISO10015 quality system become the trend of enterprises and government for pursuing training quality. But public sector are different from general commercial organizations, it would be very worthy to study that the ISO10015 quality system whether could contribute to improve the quality of public service training and management, promote results, then promoting whole performance of public sector.

    In order to inquire results that ISO10015 training quality system applying to public service training, we also take TTQS (Taiwan TrainQuali System) as individual cases of the quality system certifications as a studying object, we have discovering that the probable difficulties of the practice of ISO10015 in Public Service Training will be: over-charged expenditure in its applications; psychological resistence; the complicated standardization of document. The researcher makes synthesis and integration, proposes of public sector the workable strategies of set up the quality mechanism of public service training
