| 摘要: | 有鑒於尚未全面改選的立法院，缺乏民意代表性與民主議會之實質功能，只是的「橡皮圖章」，一般認為，當時的台灣省議會才是民主殿堂。弔詭的是當時省級機關未法制化，省議員地位卻高於立法委員。此情形令筆者感到好奇，對於這一群與黨外民主運動結合的省議員對議會政治產生的影響及變化。
本研究之時期是以1973年黨外之名揭立開始，至1991終止動員戡亂時期為止，並以美麗島事件及民進黨成立為分水嶺分為三時期。一方面回顧黨外省議員的政治議題質詢內容，探討他們如何表達民主訴求；另一方面檢視威權體制下台灣省議會的功能與限制。
本研究在量的分析是選取政治議題為樣本，統計質詢的次數及百分比。質的分析是引用議員質詢內容進行歸納整理及說明。再以民主化分析指標來檢視質詢所表達的民主訴求與台灣民主化的關係。儘管質詢議題內容的延續性及重疊性相當高，但以民主化指標為依據，以同中求異的角度分析，相同議題在不同時期卻有不同層次的討論。
本研究之民主化分析結果，清楚看出黨外省議員在推動台灣民主化時所爭取的目標及採用的策略。本研究證實Robert A. Dall認為反對勢力主要改變的目標，包括政府的人事、政府的特定政策及政治系統的結構等目標，充分表達在黨外省議員的質詢內容中。並且可以完整地看出民主化指標在台灣的民主發展過程中，從無到有、從弱到強的呈現。
Because the legislative organ not reelected in an all-round way yet, lack the will of the public opinion and essence function of the democratic parliament, just '' the rubber-stamp '', it is generally acknowledged, the parliament of Taiwan Province at that time was the democratic palace. It is that the provincial organ had not legalized at that time to strange and changeful, but province Congressman''s status was higher than a legislative committee member. This situation makes the author feel curious, to Congressman''s influence to parliament''s politics and change of this group of Tang-Wai provinces combined with democratic movement.
This period for research takes off and sets up beginning with the name Tang-Wai of 1973, stop mobilizing the period of suppressing a rebellion to 1991, and establish and is divided into three periods the watershed with beautiful island incident and Democratic Progressive Party. The political topic that on one hand reviews the Tang-Wai Congressmen of provinces inquires the content, it is discussed how they express democracy to demand; Look over authoritative system function and restriction of going to parliament of Taiwan Province on the other hand.
It is a sample that this research chooses the political topic in the analysis of quantity, count the number of times and percentage inquired. It is summed up and put in order and proved that the analysis of the quality quotes Congressman''s content of inquiring. And then analysis with democratization that comes to check and inquires the democracy expressed to demand the relation with democratization of Taiwan in indicator. Though the continuity and overlay of inquiring the topic content are quite high, based on democratization indicator, in order to with in ask by the angles different one not analysing but can''t having discussion of different levels at period not different by topic.
The democratization analysis result of this research, is clear that finds out Congressman''s goal and adoption tactics striven for while promoting the democratization of Taiwan of other provinces. This research verifies Robert A. Dall think that objects to the goal that the force changes mainly, including such goals as the government''s personnel, the government''s structure of specific policy and political system, etc., fully express it in the Tang-Wai Congressman''s inquiry content of other provinces. And can find out the democratization indicator in the course of developing in democracy of Taiwan completely, appear from nonexistence to existence, from weak to strong. |
