    Abstract: 本文章節安排如下:
    第一章:緒論,本章主要是整體論文說明,包含研究動機、目的、問題、方法,以及研究流程、章節安排,與相關文獻回顧等。
    第二章:相關理論探討,主要是介紹政策變遷與相關決策模式,包含多元決策模式、菁英主義、政策倡議聯盟、垃圾筒理論、多重流模式、Zahariadis對多重流模式所提出之修正,以及組織演化與研究架構。
    第三章:兩岸關係變遷,說明自國民政府遷台至今兩岸政策變遷發展相關背景說明。第四章是相關資料分析,第五章是結論建議與分析。
    The main theme of this essay :
    First chapter, constructs the essay’s model. Including research motive, purpose, questions, research review and so on.
    In chapter 2, Including policy change theory and relative theory:(1) pluralism; (2) elitism; (3) advocacy coalition framework; (4) garbage can model (5) policy window (6) Zahariadis’ theory about policy window (7) Organization evolving.
    Chapter 3: the change of Taiwan and China’s relation, including the background from KMT moved to Taiwan until now.
    Then, in chapter 4, it is to analyze the factors about economic and trade policy of Taiwan toward China. Finally, it is conclusion and advise of this essay in chapter 5.
