    摘要: 由經濟部能源局之資料顯示,台灣地區之加油站數至2005年底已達2464座,競爭相當激烈,在這個競爭激烈的市場機制下,業者該如何有效的經營管理成為目前相當重要的課題。
    本研究援用經濟部能源局94年度之加油站經營管理調查資料,利用資料包絡分析法,針對台灣地區加油站之經營效率及加油站多角化經營之經營效率兩個主題加以探討,針對兩個不同研究目的之投入要素分別總營業費用、總營業週時、總員工人數、泵島數及加油機台數;和佔地坪數、總營業費用、總員工人數,而產出要素均為總營業收入,透過CCR及BCC兩個基礎模式分析加油站之總體經營效率、技術效率及配置效率。
    經由分析結果顯示,國內大部分之加油站均未達到效率前緣;四大地區加油站的平均總效率,以北部地區表現最佳,而東部及離島之表現最差;以都市表現最佳,非都市之加油站其次,而位在偏遠地區之經營效率最差;連鎖加油站已成為目前經營趨勢,獨立站之生存不易,亦難達到經營效率之水準。中油及台塑石化之平均經營效率上並無顯著差異,但台塑之直營連鎖加油站之平均總效率明顯較中油直營連鎖加油站表現佳;500公尺內有出現競爭者之加油站之經營效率較佳;且多角化經營有助於提升經營效率及競爭力。
    Based on the materials of the Bereau of energy, Ministry of economic affairs, the number of the gas stations in Taiwan has already been up to 2464 until the end of 2005 and the competition quite fierce. Under this circumstance of fierce market mechanism, how to manage it effectively is a quite important issue for the enterpriser.
    This research quotes the investigation of the gas station of the Bereau of energy, Ministry of economic affairs during the annual in 2005. Using two models for two different kinds of business efficiency of researching purpose, designing different input factors combination to construct a model of efficient evaluation. Except the relative business efficiency in Taiwan gas station(input factors include the total business expenses ,business hours ,the number of employees ,the number of the gas island and gas machine) also focus on the business efficiency of domestic diversified management gas station(input factors include space ,the total business expenses ,and the number of employees) to design different combination of a model of efficient evaluation. Through CCR and BCC two models to analyze the overall efficiency ,technical efficiency and allocation efficiency.
    According to the result of the analysis, the most part of the domestic gas stations have not reached efficiency frontier; The average of total efficiency of gas station in four major areas that the best display is in the north area and the display in the east and subsidiary island is the worst; Moreover, it is the best display in the city and the display in non-city is secondly. However, the display of effective management is the worst in the remote area. The chain of the gas station has already become the tendency in management at present. Obviously, the independent gas station is difficult to live and hardly to reach the level of business efficiency. Compare the average of business efficiency to Chinese Petroleum Corp. and Formosa Corp. they don’t have apparently difference. But the average of overall efficiency in the brand store of the Formosa’s gas station is apparent better than the Chinese Petroleum Corp. The better efficiency is having competes in 500 meters and the diversified management can raise the business efficiency and competition.
