    Abstract: 本研究係透過臺北市公車處民營化前後營運績效比較,瞭解公車處民營化後經營績效是否有顯著提昇,並針對公車處民營化前後臺北市各聯營業者經營績效進行分析比較,可作為各業者營運推動、主管機關路線分配及公股釋出與其他公營市區客運業者民營化決策之參考。
    公車處在民營化前後之經營績效比較,本研究以Mann-Whitney- Wilcoxon進行檢定,實證結果顯示:(一)成本效能性及成本效能性:員工、車輛及營運公里之生產力、服務力及營收力皆較民營化前顯著提昇(二)服務效能性:結果顯示產出的服務力及營收力皆較民營化前顯著降低。
    公車處民營化前後各聯營業者績效變化之分析,係採DEA二階段績效評估架構進行分析,將績效分成本效率及服務效能兩部分進行評估,實證結果顥示:(一)成本效率比較方面,除三重公司在公車處民營化前後皆維持相對有效率外,效率提昇者有公車處等5家公司,其中以公車處、欣和及東南公司效率值提昇較顯著,由明顯非效率提昇為邊緣非效率;大有等9家公司效率較公車處民營化前下滑,惟效率下滑幅度較小,僅大有效率衰退最多,效率值由相對有效率降為明顯非效率。 (二)服務效能比較方面,除公車處在民營化前後皆維持相對有效能外,效能提昇者為欣欣等10家公司,效能降低者為首都等4家業者,其中以東南公司效能值最差。
    This study intends to understand whether the Citybus Administration operation performance has been improved obviously, through the comparison between before- and after-privatization. This study Also analyzes and compares the performance before- and after- the Citybus Administration privatizated from Taipei transporation companies. The results would offered to the bus companies and the authority for their reference on the policies about the route allocation and the release of the government shares. Furthermore, the lessons learned from the privatized process can be the reference base for other public owner bus companies.
    According to the performance comparison between before- and after-privatization , Citybus Administration examined the results by Mann-Whitney- Wilcoxon and revealed the following aspects: (a) the cost-efficiency and service effectiveness: after privatization, the productivity, service and revenue capacity from the employees, vehicles and operation- mileage have been obviously improved; (b) the service- effectiveness: after privatization, the output service and revenue capacity have been obviously reduced.
    Before and after the Citybus Administration privatized, we used EDA two-phases of performance evaluation structure to analyze the performance changes from Taipei transporation companies. The comparison results has revealed the following: (a) in the aspect of cost-efficency, San-Chung bus company has remained the relative efficient both before and after the Citybus Administration privatized. Five bus companies, including Citybus Administration, have obviously improved their efficiency; in which, the improved efficiency for Citybus Administration, Hsin-Ho and Tung-Nan has been remarkable, being raised from the distinct inefficiency to the marginal inefficiency. The efficiency for nine companies has been slide slightly, including Da-Yu, which has declined remarkably from the relative efficiency to the distinct inefficiency. (b) in the aspect of service efficiency: The Citybus Administration has remained relative efficient before and after privatization. There are 10 bus companies experienced the improved efficiency, including Hsin-Hsin; and 4 companies declined, including Da-Yu.. The lowest efficiency value has come to Tung-Nan bus company.
