民參案的引進雖然解決政府部門因財政困難而影響公共建設的窘況,但隨著各項民參案件完工及營運,同時也引發代表公部門的政府單位與代表私部門的企業單位兩者間因立場的不同而產生認知上的差異。 本研究以桃園縣青少年活動中心為個案,探討該個案委託經營單位在各項績效評估指標上是否受到民參案因素之影響以及其受影響之程度。 研究結果發現,個案中心在教學因素上的表現均不顯著,同時在品牌因素上的表現也未如預期顯著。探討其主要原因;在於個案中心目前主要營收來源項目與該民參案設置宗旨有所偏離。此外民眾對該活動中心的品牌形象,主要呈現在公部門的品牌形象中,對私部門的品牌而言並未如預期產生加分的效果。 The Private Sector’s Participation in Infrastructure can solve the predicament that the public construction delay due to the government finance problem. Because of the private sector and the public sector mangers see performance from different point of view. So when the Private Sector’s Participation in Infrastructure is completed and run, cause a lot of disputes between the private sector and the public sector at the same time, inclusive of the performance evaluation indicators. This research is a case study of China Youth Corps Taoyuan Adolescent Activity Center. The purpose of this paper is to find out whether the performance evaluation indicators are influenced by the fact of the Private Sector’s Participation in Infrastructure? How about the degree of influenced? And this research uses structural equation modeling (SEM) to evaluate the relationship of the performance evaluation indicators. There are two result of the research; (1) The other factors haven’t significant influence on the teaching factor, and (2) the brand factor hasn’t significant influence by the others factors also. The main reasons are;The case’s main revenue is from the class of adult learning, but the Taoyuan Adolescent Activity Center is set up for teenagers. The software and hardware equipment of the center is prepared for teenagers, not for adult or adult learning class. Furthermore, the subject of advertisement is the center, not the private sector. So the brand image reflects in the government department. Not as the expected the reflect in the brand of the private sector.
