    Title: 社會福利機構募款方式有效性之探討

    Abstract: 由於受到經濟不景氣和民間非營利組織林立,但社會資源卻有限的情況下,目前台灣的民間社會福利機構普遍面臨資源匱乏的問題,再加上各個社會福利機構或團體的條件及募款經驗有別,造成資源分配差異大的窘況。在面臨財務來源如此不穩定的狀態下,除了要共享政府社會福利經費有限的大餅外,積極有效的募款,便成為社會福利機構穩定財務來源的方法之一了。
    本研究藉由品質機能展開的導入,配合問卷調查及深度訪談,分別從個人捐助者、企業和社會福利機構的觀點,分析募款方式和捐助動機的關係,找出對個人捐助者和企業有效的募款方式,以幫助社會福利機構提升其募款成效。
    研究結果顯示,個人捐助者捐助時較重視內在動機的達成,包含「支持該機構的理念」、「本身有參與該機構的活動」、「希望能獲得心靈上的平靜與喜悅」等。而根據品質機能展開計算結果,社福機構應率先選擇的募款方式為「義賣會」、「園遊會」、「報章雜誌版面及時段廣告的募款宣導」、「機構出版物」、「街頭募款」等,可發現動態式的募款活動較能吸引捐助者捐助。
    企業參與公益活動以追求企業利益為主要動機,包含「促進企業形象和公共關係」、「支持該社福團體之理念和作法」、「捐款可以節稅」、「取得社區和同業的認同」、「增加員工對公司的認同」、「做為促銷手法的一種」。而根據品質機能展開計算結果,社福機構應率先採用的五項募款方式為「園遊會」、「義賣會」、「企業募款餐會」、「藝術表演類活動」、「電視與廣播節目的募款宣導」。
    而比較分析的結果顯示,社會福利機構的認知與個人捐助者實際情形有一段差距,顯示社會福利機構對其個人捐助者的了解程度不足。相較於個人捐助者,社會福利機構對於企業有較高程度的了解。
    In the recent year, social welfare organizations of Taiwan generally face the problem that resources are more and more deficient. Facing such an unstable financial source, positive effective raising money becomes an important issue for social welfare organizations.
    In order to help the social welfare organizations to improve fundraising effectiveness, this paper uses depth interview, questionnaire investigation, and Quality Function Deployment to collect the views of personal donor, enterprises and social welfare organizations separately. Then, analyzing the relationship between fundraising method and donation motives is the way to find out effective methods to raising resources from personal donors and enterprise.
    The result of study shows that the personal donors pay more attention to the reaching of internal motive while donating. According to the result of QFD, the fundraising methods which the social welfare organizations should choose priorly are “charity bazaar”, “garden fete”, “fundraising propaganda on newspapers and magazines layout and TV commercial”, “organization publication”, and “raise money in the street”.
    Main motives of corporate philanthropy are pursuing enterprise''s benefit. The fundraising methods which the social welfare organizations should choose priorly are “garden fete”, “charity bazaar” “meal meeting of corporate fundraising”, “artistic performance activity”, and “fundraising propaganda on TV and broadcast program”.
