    摘要: 為保障該國人民的生命財產安全、規定各類產品必須經過相關安全規範標準的檢驗及測試,產品通過驗證後方能將該產品在該國銷售。為使產品達到一定的安全標準,各國的標準此起彼落而或標準不一,廠商為進入不同國家的市場,必須經由層層不同的測試標準及驗證程序,方可完成符合國家規範。
    國際電工委員會IEC下成立國際電工委員會電工產品合格測試與驗證組織IECEE並為消費性電子電機產品建立產品「品質驗證制度」(Certification Body Scheme,簡稱CB),此一相互驗證制度,實現了全球一站式(one stop shopping)的驗證服務。
    本研究認為驗證制度模式中之相互承認制度,是驗證市場之發展趨勢,且各驗證單位紛紛推出,全球一站式的驗證服務,其必有市場之需求。本研究藉由深入認識驗證產業之生態,了解產業之基本內涵以及對CB驗證制度流程的效益作一深入探討,提供台灣廠商在進軍國際消費產品時,能有清楚的CB驗證制度的認識,可減少因各種不同的驗證規格所造成的貿易障礙壁壘,消除產品重覆測試和驗證,加速產品上市時間,降低產品成本,繼而提昇產品業者的國際競爭力。
    本研究為一探索性研究,以多重個案作研究呈現,對國際驗證產業給予上、中、下層作生態縱向研討。驗證產業生態體系的內涵中,上、中、下層彼此間的關係是相互合作及互利的,外環境以經濟、科技、政治、影響驗證產業的發展較深。價格和速度是產品廠商的主要求,驗證產業生態之目的為確保產品安全及品質應運而生,競爭策略上,經由產品的驗證使產品加值,增加消費者對產品的信心,並提高產品廠商的形象,以增進產品銷售,充分利用國際相互驗證制度,跨越貿易障礙,以提高核心競爭力,擴大市場需求。
    To ensure the safety and personal liabilities of citizens in their local countries, products to be sold must be tested and certified by approved authorities before distribution. As different countries are obliged to different standards for products, manufacturers must have their products approved on various levels to accommodate countries'' regulations. Hence, the IECEE - a branch of IEC, has established the “Certification Body Scheme” (a.k.a. CB Scheme) for electronic products. This new certification scheme will offer the greatest quality assurance standards that are currently withhold in most countries.

    This thesis will explain how a unified certification scheme for products is the trend for the product certification market, as many authorized product certification service providers offer various “all-in-one” certification service to their clients. The report will also look into the current flow of product certification industry, as well as the effectiveness and benefits of the CB scheme; to offer manufacturers in Taiwan a thorough analysis of the CB scheme. It offers various study cases to analyze the international certification industry in various operational levels.

    There is a great deal of collaboration between different levels in the product certification industry. Global factors such as economics, politics, and technologies have great impacts on this industry. Price and speed are the main concerns to manufacturers for product certification. The purpose of product certification is to ensure the safety and quality of products. Product certification increases consumer confidence in the product, as well as improves the image of product manufacturers to enhance product sales. With full use of the authentication system, manufacturers can minimize cross-trade barriers and enhance core competitiveness to expand their global market.
