| Abstract: | 我國能源需求在過去20年間成長快速。近來由於國際能源價格持續向上攀升，而台灣對能源進口的依存度又高達97.85%，政府亦不得不調漲能源價格，因而對各個產業的營運成本造成不小的壓力。面對高油價時代的來臨，欲單純倚賴增加供給來滿足需求的傳統發展模式，已難滿足經濟與社會協調發展的要求。政府須從終端消費需求著手，充分發揮需求面管理的作用，厲行能源節約，設法優化能源消費結構，才是解決能源短缺的根本辦法。
本論文主要是探討國內ESCO產業目前的經營環境，政府與業者對於ESCO產業發展的政策與策略應採行的重點為何？ESCO產業未來能否持續蓬勃發展，除了企業界本身的努力之外，究竟有哪些因素將會是影響產業發展的關鍵因素是本論文探討的重點。本研究的研究目的有下列兩點：
(一)透過環境分析以及文獻探討，針對促進ESCO產業發展相關條件之完整性與有效性，建構一評估模式，擬定未來發展之優先順序，以使資源的配置能達到最適。
(二)針對層級分析法問卷所調查出來的結果，根據權重研擬並建議ESCO產業未來發展之產業政策。
本研究由相關的文獻探討開始著手，再根據其理論基礎建立本研究之研究構面，經專家問卷調查，形成其研究之層級架構並以台灣能源技術服務產業發展協會之全體會員222人為研究樣本，實施AHP問卷調查。針對回收的有效樣本49份資料，以軟體Expert Choice 2000 進行一致性分析檢定、剔除不具一致性之問卷，得有效問卷9份，並依其資料決定各衡量因素之權重比值。經實證分析和討論後，獲致主要結論如下：
1.對於該發展的六項構面中，以財務資金面所佔的權重最高，其次依序為市場機制面、技術發展面、觀念推廣面、政策法規面與人力資源面。
2.彙總六大評估構面下所有衡量因素，其影響因素之權重前五項依序為
ESCO業者投入專案的財務風險、ESCO專案的商業模式、M&V(Measurement & Verification)機制及基準線的訂定、ESCO專案的成功案例的多寡、能源用戶接受ESCO之還款能力。
最後，依據研究結論，對政府及業者在產業的發展上提出具體建議，以供參考。
In the past 20 years, the demand for energy increased in Taiwan. The Taiwanese government has raised the price of energy because oil and natural gas commodity prices have soared in the international market. Approximately 97.85% of Taiwan’s energy was derived from aboard. However, it causes difficulties in the development of the domestic business: it is hard to make a balance between the development of the economy and society by means of increasing the supply of energy. Therefore, the fundamental solution of the energy shortage is to pay attention on end user that the government should manage it effectively, promote the policy of conservation, and efficiency of energy consumption.
The purpose of this thesis is to find out the strategies and the policies to improve the environment of ESCO industry in Taiwan. Meanwhile, it can be questioned what are the other factors which can influence this development. The two purposes of this research are below.
(1) Through the market analysis and the literature reviews, a model can be illustrated so that we are able to evaluate the development. Furthermore, we find out the priorities of key factors in the ESCO industry development.
(2) Based on the results of the research, we will propose the policy of ESCO industry development in future.
The methodology of this study is the export questionnaire investigation for finding the weight of each factor which influences the ESCO industry. Taking the members of Taiwan Association of Energy Service as examples, 49 out of 222 AHP questionnaires are collected. After the further analysis and examination with EXPERT CHOICE 2000, we eventually defined that only 9 questionnaires are valid. According to the analysis and the discussion of the 9 valid samples, we can sum up the research as follows,
1. Regarding the six characteristics, the primary concern of is finance. It is followed by weight market mechanisms, technology development, ESCO concept popularization, government policy and human resources.
2. To sum up all the factors, the top five of factors which influenced on the ESCO business development are the financial risk of ESCO project, the business model of the ESCO project, M&V (Measurement & Verification) system and Base-Line set up, the quantity of the successful ESCO projects and the return of ESCO project for energy users.
The final session of this research is to provide advice for the government and companies in terms of development of the industry. |
