    摘要: 歐盟於2003年公佈「廢電機電子設備指令(WEEE)」、「危害物質限用指令(RoHS)」及「耗能產品生態化設計指令(EuP)」，希冀透過這三道指令企圖｢延伸生產者責任(EPR)｣，促使生產者在產品的棄置階段，負起產品的回收、再製、再利用及棄置減量的責任。
    面對歐盟環境指令的衝擊，企業要能永續經營必須完成下列四項。
    1 企業要明確了解全球的環境保護指令，及確定環境保護指令的執行日期。
    2 企業需建立綠色產品管理系統(GPMS)及綠色供應鏈管系統(GSCMS)，可參考國際知名企業的相關文件，經政府的輔導單位或標準檢驗認證機構來輔導建立。
    3 企業需建立化學物質檢測系統及文件管理系統，可以參考IEC提出的「決定電子產品中法定有害物質檢測程序」。
    4 企業的經營者須重視全球的環境保護指令，適時建立完整的環境管理制度。
    政府的輔導組織需加強下列四項。
    1 經濟部與標準檢驗認證機構結合，共同培養更多專業人才。
    2 經濟部工業局需建立解讀環境保護指令的網站，讓企業容易了解環境保護指令。
    3 經濟部英加強對中小企業推行環境保護指令的輔導方案
    4 台灣企業已推出自我品牌，政府應該擬出一方案來協助企業面對WEEE的實施。
    EU announced the Directive of WEEE、RoHS and EuP in 2003. EU hopes to extend the responsibilities (EPR) of producer through the announcement. The producer responses for recycle、reproduce and reuse during the end of product life cycle.
    Facing the impacts from the directives of EU, companies have to accomplish the following rules for running business.
    1. The enterprise should comprehend the global environment directives and the date of administered.
    2. The enterprise must establish GPMS and GSCMS, may refer to the international well-known enterprise the related document, either counsels the establishment after government''s counselling unit or the standard examination/authentication organization.
    3. The enterprise should build up chemical test system and process of documentation. May refer to 「Procedures for the Determination of Levels of Regulated Substances in Electrotechnical Products」from IEC announced.
    4. The enterprise’s CEO should respect global environment directives and built complete management system.
    Government''s counselling organization must strengthen following four.
    1. Ministry of economic affairs and standard examination/authentication organization unifies in together, together trains more professionals.
    2. The ministry of economic affairs industry bureau must establish a website to explain environmental protection directives, lets the enterprise easily understand the environmental protection directive.
    3. The ministry of economic affairs should strengthen to the small and medium-sized enterprise carrying out environmental protection directives counselling plan.
    4. The Taiwanese enterprise has promoted the self-brand. The government should draw up a plan to assist the enterprise facing the WEEE implementation.
