公共工程建設是國家進步的原動力,也是國家經濟發展的象徵。然而,營造業正是影響公共工程建設的重要元素,但營造市場受政府公共投資政策與不動產政策影響甚大,有時市場景氣過熱,造成許多工程流標,而有時工程量不足,致使低價搶標盛行,此可能造成後續的爭議與求償。因此,如何防範其後續爭議造成業主與承包商的兩敗,實有必要建立一套標準投標決策機制,來幫助廠商避免這樣的錯誤發生。營造廠商一旦對影響因素考量不夠周延,很容易造成投標金額決策的失誤,導致標價太高而未能得標,或標價太低,得標之後無法獲取預期利潤,平白蒙受損失,所以工程投標決策的正確與否可說是影響得標率最重要的關鍵。本研究利用分析層級程序法(AHP)去找出其影響決策因素中之權重關係,借以降低廠商決策錯誤的風險。 本研究蒐集過去觀光局東北角管理處於2001年至2005年間公共工程投標之次級資料及透過問卷訪談方式去探討影響投標決策之因素及其相對性權重關係。簡言之,本研究主要目的有:(1)利用問卷訪談結果,找出投標決策之關鍵因素;及(2)透過專家們的投標經驗,確認國內公共工程投標決策之考量因素;及其各因素間權重之重要性。經資料分析結果,本研究有以下重要發現:(1)其影響投標決策因素之主構面的優先次序分別是工程基本條件、市場狀況及風險、公司現況、合約規範要求、經營策略及工程基本條件;及2)在影響投標決策因素之成功因子的優先次序分別是工程獲益性、施工困難度、人機料之取得、類似之工程經驗、資金調度、規範要求嚴苛程度、小包配合度、合約條款之公平性、業主付款能力、業務需求度等。 Public construction is one of the major driving forces for one country’s development. It is also the general economic indicators for a country. The construct market is highly associated with the government’s public investment and real estate policy. However, bidding is one of the major challenges in selecting the best construction contractor in public sector. Selecting the best one requires a standardized bidding decision model to ensure that the contractor is technically and financially capable to accomplish the project on schedule and within budget. This research develops a framework for evaluating bids of construction contractors in public sector. The framework includes identifying the factors involved in bid evaluation. The Analytic Hierarchy Process technique was applied in this research. From this study, a set of key factors and their relative importance weights were identified. In addition, this thesis explores the links between these factors and bidding probability. Findings from this study can provide contractors with information on bidding decision making.
