    Abstract:   IC設計產業是智基產業,是技術創新產業,是成本耗費龐大但價格敏感的產業,更是市場區隔明確的產業。更進一步的,IC設計產業其競爭策略的特質,是服務競爭的產業,是價格競爭的產業,是規格競爭的產業,是品質競爭的產業。
      由於IC設計的高毛利與高獲利特性,創造了高額的產值,可以知道它在台灣產業體系中,受到的重視。也因為如此,發展IC設計產業,似乎已成了政府、產業及人民的一致目標。
      然而,隨著全球電子產品發展趨勢的潮流,資訊產品逐漸失去市場規模領先的地位。大部分IC設計公司的技術發展,通常由本身所掌握的核心技術為起點,聚焦於相關產品的研發與設計,相關產品將隨市場規模而成長,但同時也吸引其他競爭者投入此一市場,激烈的價格競爭及瓜分市場的結果,導致產品利潤迅速降低,為維持企業營業規模與利益的持續成長,開始擴張原有技術範圍,跨入不同的市場領域,但相關產品核心技術的建立並非一蹴可幾,加上日益高漲的研發費用,使得IC設計公司面臨相當大營運風險,也因而使許多曾經相當優秀的IC設計公司從營運高峰迅速殞落。
      本研究的目的,是希望藉由資訊的完整收集之後,做完整的產業以及市場的競爭力分析,以探討現今台灣IC設計產業的挑戰,以及未來的發展趨勢;並且,勾勒出台灣IC設計產業所面臨的困境,並給予相關的策略分析,進而掌握關鍵性成功因素,以提出產業發展的競爭機會,從優勢與劣勢中找出因應激烈競爭的核心價值。
    The IC design industry is a knowledge-based, technological innovation, and a money-consumption while price-sensitive industry. It is also an industry with explicit 1market segregation. Furthermore, the IC design industry, in terms of its characteristics of competition strategy, is a service-competition, price-competition, specification-competition, and quality-competition industry.
    The IC design industry has created high values as a result of its high gross and net profit. Therefore we may know how IC design industry is valued in Taiwan. Also because of this, it seems that the development of the IC design industry becomes the consistent goal of the government, industry and general public.
    Along with the development trend of the global electronic products, the IT products gradually lose their leading market status. The majority of IC design companys’ technological development begins from the core technologies it possesses, and focuses on related product research, development and design. The related products grow along with the market scale, but also will simultaneously attract other competitors to invest this market. This will stir up intense price competition, carves up the market, and will rapidly reduce the profit of the products as a result. To maintain the enterprise business scale and the continual growth of profit, the companies start to expend their original technological scope, and stride in different market territory. However, the related core technologies of new products will not construct instantly. In addition, the research and development expense increases rapidly. Both factors cause IC design companies to face huge business risk, and also cause many once outstanding IC design companys’ rapid perishing from their business peak.
    The goal of this research is to make complete analysis of the industry as well as the market competition, and discuss the challenges as well as the future trend of development of present IC design industry in Taiwan after the complete collection of information. The research also outlines the difficult situation and bottleneck of the IC design industry in Taiwan, gives the related strategy analysis, further grasps the crucial factor that leads success, and proposes the opportunities of industrial development competition in order to cope with the core value from its strength and weakness.
