Our propagation on saving energy is always leaded by government. The issue has been recently taken much attention by local enterprises due to aggressive movement from government. However, part of retailing warehouses are afraid it will influence the managing performance if they start the energy saving program. Basically the local enterprises is taking passive attitude to face the program. Being In the dilemma situation of energy saving concept and the final goal of making money, this research propose three fundamentals - the qualified managing people, the energy managing process and facility function as blueprint, and hope local enterprises accept energy saving as part of their managing strategy and create business opportunities. To get the real benefit from the energy management and obtain the triple win among government, industries and environment.

    Through the examination, we found:
    (1) The retailing warehouse managing people who have middle class qualification have obvious influence on energy managing performance.
    (2) The more attention on retailing warehouse energy management, the obvious influence on energy managing performance.
    (3) The better for the retailing warehouse facility, the obvious influence for the energy managing performance.

Reserch finding 1:The consumption of retailing warehouse''s electric power using is mainly from air condition. The power consumption has gradually decreasing for the past four years. It shows the enterprise''s improvement on the power using efficiency and power managing technology.
Reserch finding 2:To the energy management, the retailing warehouse treat the "facility function" and "execution of energy management" as first priority; the second is "personnel qualification".
Reserch finding 3: Because of the slump economy, the enterprise have the cost consideration about the renew and improvement on the power saving equipment. Besides, many executed limitation cause most enterprises have little intention to invest on the program.
Reserch finding 4: Energy saving doesn''t mean to lessen the energy using by force and lower the living quality. The right energy saving concept is to efficiently use the energy which means "Use what you should use, and save what you can save".
