    Title: 成功爭取國際會議來我國舉辦之關鍵因素的探討

    Abstract: 我國會議產業從台北國際會議中心於1990年的落成啓用,開啓了新的里程碑。雖然在這之前不乏國際性會議來台舉辦,但多屬較小型的國際會議,會議舉辦的場地也較不具國際水準,自從台北國際會議中心大樓的落成,專業的會議場地使得我國具備了承接國際會議的能力與條件。然而,從國際會議協會(ICCA)所做調查顯示,無論從國家或是城市之角度而言,台灣的知名度、會展次數、會議規模、場地使用率、國際人士來台人數……等等,遠不如歐美,及亞洲的日、澳、韓、新加坡及香港等地區的表現。
    本研究目的在於探討影響國際會議競標成功的關鍵因素何在?政府在爭取國際會議來台舉辦的過程中又扮演著何種角色?國家產業面的影響又如何?藉由對上述問題的探討,期望能歸納整理出影響我國參與國際會議競標的關鍵因素,以提供我國協會組織、產業界及政府之参考。
    研究結果顯示,影響我國爭取國際會議來台舉辦的關鍵因素可歸類出以下六個構面:
    一、在台國際組織的努力。
    二、優質的會議舉辦環境。
    三、產業因素的影響。
    四、政治因素的影響。
    五、政府的支持與協助。
    六、不利會議舉辦的環境。
    從上述的研究吾人可以了解,若欲提升我國國際會議舉辦的次數排名;首先政府必須要有長遠的產業規劃,明確的政策,針對協會組織訂定確實可行的激勵與輔導措施,鼓勵這些組織積極參與國際組織的各項活動,培養並支援組織成員爭取擔任國際組織委員會內要職,或增加其影響力等。其次,在硬體設施的興建方面,政府不應只要求硬體的使用率及其收益,而應著重於會議所帶來的綜合利益,更應重視政經、文化、社會及科技等無形的效益。最後在資原的整合方面,政府應担任更積極主動的角色,整合資源,提供豐沛的後援,以我國各產業的實カ為後盾,讓民間社團組織藉由國際會議的爭取,建立台灣的新形象,推動我國會議產業邁向更蓬勃的發展。
    Abstract:

    The opening of Taipei International Convention Center in 1990 marked a new milestone of our meeting industry in Taiwan. Before that, there were international meetings held in Taiwan. However, most of them were small and the locations were not at the international level. After completion of Taipei International Convention Center, the professional meeting site enabled Taiwan to hold international meetings. Nevertheless, from the survey made by ICCA, Taiwan is far inferior to the performances of European countries, the U.S., Japan, Australia, South Korea, Singapore and China, etc in fame, number of meetings /exhibitions, scale of meetings, frequency of use, number of foreign visitors, etc.

    The study aims at exploring the key factors that affect bidding in international meetings. What is the role of the government in the process of inviting international meetings to be held in Taiwan? What influences will the industries in the nation? It is the hope to generalize and arrange the key factors that affect our participation in international meetings to serve as the reference of our association organizations, industries and government.

    After the careful researches, it is learnt that the key factors that affect our invitation to international meetings are in the following six aspects:
    1. The efforts of international organizations in Taiwan
    2. Political factors
    3. Support and assistance of the government Industry factor
    4. Industry factor
    5. Sound environment for meetings
    6. Environment disadvantageous to holding meetings

    From these factors, it is learn that, in order to raise our rank in holding international meetings, the first thing our government needs to do is to have a long-term industry plan, transparent policies, establish specific, workable incentives and assistance measures, encourage these organization to proactively participate in activities of international organizations, foster and support organization members to serve major posts in the international organization committees or strengthen their influence. Secondly, in construction of infrastructure, the government shall not demand the use frequency and profits but focus on the general interests from the meetings. The government also has to pay more attention to the intangible benefits of politics, economics, culture, society and technology. At the end in resources integration, the government should be more aggressive to integrate resources, provide rich support with our industry strength as the backup, enable private associations to establish the new image of Taiwan and promote more prosperous development of our meeting industry.
