This study aims to find out the current status of volunteer service at Public Department of Taoyuan County. The survey about volunteer manpower status at schools and offices in Taoyuan County is conducted to explore work nature and scope of volunteer applied at schools and offices. In addition, assessments have been made in terms of efficiency of volunteer institutions, incoming problems, and potential volunteer resources. Furthermore, try to find out the application in a hope to provide references for system designs of volunteer manpower application and planning at schools and offices. The study is many in application of literatures and questionnaires. Furthermore, volunteer workers have been interviewed to understand the actual affairs of public institutions and the problems volunteers may face in their service. After analyses and arrangements are done, we therefore give our suggestions.
The findings of this study show that it is commonly believed that volunteer service applied to schools and offices can enable the institutions to achieve goals and expand the service object and scope of the institution. At the aspect of volunteer service quality, the institution is satisfied with overall performance. At the aspect of volunteer management, most institutions in application of volunteers have established the system of regulations and rules to conduct recruitments, training, awards, supervision, etc. So volunteer service manuals have been prepared and volunteer managers are assigned. In this way, volunteers become stable, and most of them work for more than one year. The channels of recruitment are open. Currently there is no volunteer service with financial problems or insufficient capability of volunteer educational training. From the perspectives of management, this study gives concrete suggestions about volunteer recruitments, assessments, benefits, supervision, and rewards. In addition, from the perspectives of system, we have established Taoyuan County Volunteer Service Center to launch the volunteer services in a systematic and overall manner.
