    Abstract: 本研究的目的在建立適於全球化驗證業組織結構的基本模型和要素,以提升組織的績效。本研究以美國一家安規驗證公司亞太區分公司為個案研究的對象,彙整國、內外學者的相關研究及理論學說,分析驗證業全球概況和演變,與個案公司所面臨的問題,提出全球化驗證業組織結構的基本模型,並透過深度訪談個案公司中高階主管與客戶瞭解組織結構重整對組績效之影響。

    本研究從文獻彙整與深度訪談發現,全球化的趨勢下,驗證公司必須改變現況的組織形態,以挑戰「單一窗口,提供多重服務」(one-stop shopping)的未來發展趨勢。從組織結構之設計理論與產業以專業服務之特性,驗證公司組織結構很單純,偏向於採用功能或程序為導向的組織結構;依組織情境理論的論述,較偏於機械式結構的組織特性。為達到組織目標和願景,組織應配合產業特性和外在環境調整組織結構,以提升「企業形象和聲譽」、「專業度」、「組織目標達成度」、「顧客滿意度」的組織績效。然而顧客申請產品驗證乃基於買方要求和市場的需求為主,選擇驗證公司的條件著重在驗證公司的公信力(市場佔有率)、時效、收費合理性和提供技術指導。

    本研究建議全球化下的驗證公司應採用著重產業專業特性的功能或程序為導向的組織結構,支援性功能的單位則採行產品事業部結構。由具備工程和客服能力的主管依功能性組成小組,發揮專業分工,展現小組合作的精神,建立「單一窗口,提供多重服務」。強化分公司部門主管間與亞太區各單位中高階主管溝通協調能力,帶領團隊朝組織目標發展的組織文化。
    The research objective of this study is to build on organization model and elements suit to certification company in globalization trend, to improve the organization performance. The target company of the research is an American certification company’s branch office in Asia. The study has collected all related documents and thesis, analyze global certification industry status, and the problems that target company faced, then build an proposed organization structure of certification company in globalization. Through in-depth interview with the high and mid-level supervisors in the target company and its customers to understand the impact of organization change and its performance.

    Through the documentary analysis and in-depth interview, the study finds, in the globalization trend, certification company must change the current organization structure, to challenge the future trend of setting one-stop shopping. From the theory of organization structure and the characters of this industry in professional service, certification company’s structure is very simple, the organization structure belongs to function structure or process structure; according to Organization Situation Theory, it is similar to mechanical structure. To achieve the organization target and mission, the company should adjust its organization structure based on its character of the industry and environment, to improve “company image and reputation”, “professional image”, “the achievement of the company target”, and “customer service satisfaction”. However, the major reason of the customer-applied certification is due to the buyer’s request and the market’s need. Hence, the criteria of selecting the certification company is based its acceptability (market-shared), project turn around time, pricing and providing technical advice.

    This study suggests in globalization, certification company should use function structure and process structure, due to it is focused on the character of the industry in professional. Support function unit can use product division structure in organization structure. The supervisor should have both engineering and customer service ability to lead the team with the staff cross the functions, to show the specialization, team work and one-stop shipping. Enhance the communication and coordinator ability between branch office department heads and regional level, and lead the team and company’s organization culture toward to organization goal.
