摘要: | 二十一世紀知識經濟的浪潮席捲全球, e世代的來臨,知識與科技對於經濟的提升,有推波助浪的動力。由於科技化、國際化及全球化的影響,各國莫不面臨局勢之快速變化與競爭壓力。我國政府為面對這股強大之壓力與挑戰,加速政府組織再造,由「大有為政府」走向「小而美政府」;「企業型政府」轉向「知識型政府」,並確立「去任務化」、「地方化」、「行政法人化」及「委外化」等四項策略原則,其中行政法人的設立,為我國公務部門的創新制度,並將社會教育機關、大學等列入行政法人化之執行對象。 國立中正紀念堂管理處過去以來,採取傳統保守的經營方式,面臨此一挑戰是否有能力適應,筆者相當好奇,故針對此疑問加以探討。基於此,本文採取文獻探討法與比較研究法,蒐集、整理國內外有關文獻加以分析探討,深入瞭解社會教育機關在當前所扮演之角色與功能,並採用SWOT分析法研判該管理處面臨行政法人化之優勢與機會,進而探討其行政法人化之可行性。最後歸結各章之研究結果,針對我國即將建立之行政法人制度提出建議與作法,作為推行時或往後制定或修訂之參考。 The 21st century ushered in the advent of knowledge-based economies. Indicative of this “e-generation,” economic growth has become dependent upon the proliferation and management of information, physical capital increasingly replaced by its intellectual equivalent. The international interconnectedness epitomized by globalization necessitates accelerated government reorganization, if Taiwan is to participate in this constantly evolving world. The four strategic principles of “deregulation,” “decentralization,” “outsourcing,” and “administrative corporatization,” are therefore indispensable towards transforming Taiwan’s government accordingly, in order to maintain her economic competitiveness. Administrative corporatization moreover, as an innovative system adopted by Taiwan’s public sector, is particularly pertinent to social educational institutions and universities.
It is therefore imperative to ascertain whether the traditional and conservative management style of the National Chiang Kai-Shek Memorial Hall Administration Office is anathema to the ideology dictated by knowledge-based economics. The following research and comparative study of relevant local and foreign literature, as well as SWOT analysis, is the result of that question. This determination is essential not only in understanding the roles and functions of social educational institutions, but more significantly, in predicting the efficiency and effectiveness of the CKS Memorial Hall Administration Office subsequent to its administrative corporatization, as well as the feasibility of that realization. The analysis of these research findings will provide references for the implementation, formulation, and amendment of the administrative corporatization of the CKS Memorial Hall Administration Office. |
