    Abstract: 台灣沒有自動重新計票的法規。如果落敗的候選人想要重新計票,就必須向法院提出重新計票的請求(而法院接受與否及其審理標準,亦無從得知)。2004年台灣總統大選結果,由於雙方候選人得票數接近,落敗候選人不能接受選舉結果。因為台灣沒有自動重新計票的法令規定,在申請重新計票及等待法院審理期間,使得政局動盪,社會不安。
    本論文的目的是藉由過去重新計票的實際案例,並參考美國各州有自動重新計票的法規,提出自動重新計票的統計模型,制定出台灣自動重新計票的規則。
    There is no mandatory election recount rule in Taiwan. The candidate who lost must apply to the court to request an election recount. In Taiwan’s 2004 presidential election, the ballot showed a very narrow margin. Because there is no rule of mandatory recount, the losing candidate who was unwilling to accept the election result created much political turbulence, contributing greatly to a general feeling of unease among citizens and a waste of resources through disputes over the lengthy lawsuit procedure.
    The purpose of this article is to propose a statistical study and formulate a guideline of mandatory election recount for Taiwan by examining the past election recount examples and studying the rules of election recount in each US state.
