    Abstract: 本研究利用各種不同指標分析彩券政策對於台灣家庭所得分配所造成之影響。本文與其他相關文獻最大不同處為同時考慮下列三點:
    1.以家庭而非個人做為分析之基礎。
    2.使用行政院主計處家庭收支調查2002年、2003年才有的彩券購買 及中獎金額資料。
    3.完整涵蓋彩券購買支出、彩券獎金和彩券盈餘分配等三方面,對家庭所得分配之影響。
    本研究分別採用Suits指數、RSA指標、CV靜態分解法來進行分析。如果把家庭的彩券購買支出、彩券獎金、彩券盈餘分配加總之後的淨效果視為”彩券稅”,Suits指數和RSA指標的實證結果皆指出,在兩年度中此稅均呈現累進現象,即較高所得家庭相對支出較多,如此將會造成貧富差距之縮小。這對於彩券是種「窮人稅」的傳統觀點,有了不同的註解。針對家庭所得不均度CV的靜態分解,本文發現彩券政策將會使家庭所得不均程度上升,但上升幅度並不大,且影響程度隨彩券盈餘分配制度的完善,在2002、2003兩年度間,呈現出隨之減小的趨勢。因此就台灣整體彩券政策而言,政府能否有效率的去執行彩券盈餘分配政策,將彩券可否由「窮人稅」相對轉成「富人稅」,且使家庭所得分配較為平均的重要關鍵。
    This study discusses the impacts of lottery on household income distribution in Taiwan. Compared with other literature, this thesis is distinguishing in the following three aspects :
    1.I choose household, instead of individual, as the unit of analysis.
    2.Empirical study is based upon the Survey of Family Income and Expenditure in Taiwan Area of Republic of China. This official survey started to collect households’ lottery prize and expenditure on lottery in the year of 2002.
    3.The effects of lottery prize, expenditure on lottery, and distributed benefits of lottery on household income distribution are all considered to get a complete picture.
    Suits index, RSA index and Coefficient of Variation(CV)are adopted in this analysis. Suits index and RSA index has shown that the “lottery tax” is progressive in 2002 and 2003. The decomposition of CV shows that the lottery raises household income inequality. However this effect is mild and getting smaller from 2002 to 2003 as the lottery benefits are more efficiently distributed to households. In sum, whether lottery is a “poors’ tax” or a “richs’ tax” depends on how the lottery benefits are distributed.
