    Abstract: 人口高齡化產生許多問題,其中最迫切的即是經濟安全。隨著財務安全觀念的廣泛傳播,人們開始重視自己未來老年經濟生活安全的規劃,政府也開始進行規劃許多關於老年經濟生活安全的保障政策,除勞退新制開辦外,像是國民年金、勞保年金等退休制度也陸續頒布施行。除此之外,個人商業年金保險理論上可以提供老年退休生活基本財務安全的理財工具。
    本研究主要在探討「影響年金保險需求的因素」,首先,對受訪者的人口基本特質及年金之謎的認知做分析,進而再研究以上因素對年金保險需求的影響。
    另外探討現行社會保險年金制度是否會對商業年金產生替代效果。
    研究結果發現:
    ㄧ、受訪者對形成「年金之謎」的因素普遍認同。其中尤以「退休後會想在手邊留一些流動性資產,如現金等」及「通貨膨脹會使得年金給付無法維持預期的退休生活水準」最為明顯。
    二、教育水準愈高或預期壽命愈短者,對年金商品認知如成本、報酬、安全性等愈負面。男性、單身(特別是分居、離婚、喪偶)、低收入、低淨資產及預期壽命短者,對未來的壽命及生活自主性的預期把握度也較低。
    三、「性別」、「收入」及「投保經驗」三變項中對年金需求有顯著差異
    四、不願購買年金者大多有其他更好的投資報酬或擔心生活消費支出受影響及保險公司的安全性。而願意購買者大都受年金商品本身的益處如保證給付期間及確保退休安全所吸引。
    五、未發現國民年金或月退休金可以替代商業年金。絕大多數享有強制年金者還有意願購買商業年金。多數人不認為現行強制年金險可以提供足夠退休保障。
    六、未產生年齡愈輕或所得愈高或預期壽命愈長降低對年金需求的逆選擇現象。
    Aging population society has created a lot of challenges. One of the most critical ones is the financial security. As the idea of financial security is wider spread, more and more people start to plan for their economy life of old age in advance. The government also endeavors the policy design to secure the economic life of the elders. Following to the new system for labor retirees, the other retirement systems like citzen and labor annuities are also implemented. In addition, theoritically, individual commercial annuity insurance policy would be considered as a very useful financing tool to improve the financial security of the elders.

    The research of this thesis aims to identify the factors which affect the needs of annuity insurance policy. First of all, the research analyzes the population attributes and the perception of “annuity puzzle” of the interviewees. Furthermore, it studies the impact of above mentioned factors vs the need for annuity insurance policy. Lastly, the substitution effect of the existing social annuity vs the commerical annuity systems is also explored.

    The findings of the research include:
    1. The interviewees had general concesus of the factors causing “annuity puzzle.” “Hoping to keep liquid assets e.g. cash after retirement” and “Inflation makes the payout of annuity difficult to maintain the quality of retirees’ life” got the most signficant consensus.
    2. The interviewees who were male and expected shorter lived were more negative about the annuity in the aspects of its cost, reward and security. Male, single (especially divorced, separated or those who lost their lovest), or those who have less income, assets or live expectation have less confidence in their ability of managing long and quality life.
    3. “Gender”, “income” and “experience of enrolling insurance” showed signficant impact on the need of annuity.
    4. Most of the interviewees who didn’t show their interest in annuity had the concerns about its return (vs the investment), impact on consumption and security. Thos who had the demand of annuity were mainly attracted by its benefit e.g. guaranteed pay-out and sense of security post retirement.
    5. There was no evidence showing that citizen or monthly retirement annuity could take the place of commercial annuity. Majority of the interviewees who enjoyed the compulsory annuities still demonstrated strong demand for commercial annuity. And they didn’t believe that the existing compulsory annuities could provde adequat coverage of retirement.
    6. There was no indication showing “adverse selection” effect which means that the younger, higher income or shorter life expecting group of interviewees didn’t really reduce their demand for annuity.
