本研究目的在於導入資料包絡分析法(Data Envelopment Analysis)的效率分析模型,來分析國軍醫院所屬醫院九所92-96年度之經營績效,並針對國軍醫院在精實案暨精進案前後之經營效率予以評估。研究發現:1.有24個DMU的效率值為1,屬於相對有效率的醫院,佔全部樣本的53.3%,顯示這些DMU的投入與產出變項之間並無存在資源過剩的現象;2.國軍醫院整併作業對整體軍醫不論在達成人員精簡目標及提升國軍醫院經營效率的成果上皆有達成一定的目標;3.大多數的醫院若發生整體效率無效率的主要因素多來自於技術無效率造成的,應盡量使醫院將要素投入量最小化以減省投入成本,並達成投入資源最有效配置的目標;4.就整體調降幅度而言,國軍醫院無論於長期或短期,皆以政府補助應節省的幅度最高,所以應以降低人事預算為首要目標。最後,本研究針對評估結果提出改善建議,提供主管機關政策制訂及國軍醫院內部經營管理之參考。 The purpose of this study is to analyze the operating performance of 9 military hospitals from 2003 to 2007 using data envelopment analysis (DEA), and evaluate the operational efficiency of military hospitals before and after practicing the Restructure Program. The results are as followed: 1. There are 24 decision-making units (DMUs), which account for 53.3% of total samples, having efficiency value up to 1, and they are relative efficient hospitals. It shows that there are no excess resources between input and output variables. 2.The military hospital merge program reaches certain goals of human resource streamlining and operating efficiency improving for all military hospitals. 3.The main cause of overall inefficiency for most hospitals comes from technical inefficiency. To achieve the goal of allocating resources most efficiently, those hospitals should minimize factor input to save cost. 4.As far as the total decline range is concerned, whether in the long run or short run, reducing government subsidy can improve operating efficiency of military hospitals most. So lowering human resource budget should be the primary goal. Finally, from the research results, this study provides some improvement suggestion as a reference for policy making and hospital management.
