過去數十年來,國內保險代理人資格取得標準之嚴謹度與難易 度,彼此間差異性頗大;加上保險代理人素質參差不齊,實有改 善之必要。 因此,過去所採行之齊一式管理模式恐難改善,而改採分級管 理方式不失為可行方法之一,此種管理模式在日本已得到驗證, 實有待我國予以引進並配合國情予以改進並施行之。如此不僅 有助於我國保險代理人制度更臻於完善,同時亦可大幅提昇保險 代理人專業素質,提高保險代理人應有地位與形象,為整個國內 保險事業發展提供正面之輔助功能。 本研究除對保險代理人理論基礎予以扼要介紹外,亦探討英國 、美國及我國之保險代理人制度;此外並針對日本保險代理人分 級管理新舊制度加以探討;最後,綜合上述之結論,提出9 項 具體建議,俾供為日後建構我國保險代理人分級管理制度事宜之 參酌,使我國保險代理人制度更臻於完善。 Past decades, it was obviously different on the obtained standard for domestic insurance brokers’ qualified licenses with rigorousness and difficulty , Each other difference is very large; In addition, insurance brokers’ uneven quality was irregular, it is the time for necessary changes. But the equal matter on management in the past now is hardly to adjust, but management by ranked classification will be the possible way to practice which has been identified with possibility in Japan. Wait for introducing this system and matching local customs to execute in Taiwan, it could be helpful not only in strengthening insurance broker system also upgrading the brokers quality and professional skills. Meanwhile , it could improve and enhance the social impression and status of the insurance brokers. Further more , to inject the new strength on the development of domestic insurance industry . This research provides the basic introduction of Taiwan insurance brokers, also discusses Britain , US and Taiwan’s brokers systems; In addition , it also aims at the main system differences of old and new classification management regime in Japan. Finally, synthesizes the above conclusion, we proposes 9 proposals and conclusions for setting up the classification management regimes in future.
