    Abstract: 台商在中國大陸市場的投資與營運,進而對金融機構資金需求的行為,因為政府法令的限制,使台灣地區的銀行對台商在中國大陸的投資,並沒有適時的調整其角色,理由如下:

    一、台商在中國大陸投資營運的融資來源,對台灣地區銀行的需求,呈現不 增反減的現象。

    二、台灣地區銀行的規模,因銀行家數過度的開放設立,其規模也呈現相對萎縮的現象。

    三、台商投資中國大陸,因當地中資銀行的法令限制,而對中資銀行融資依賴降低。

    四、台商對中國大陸地區銀行的融資,呈現不增反減的現象。因而使其生產行為和資金行為的差距擴大。

    五、台商在中國大陸的融資管道,對當地的外資銀行融資卻呈現大幅增加的矛盾現象。

    綜合上述五點分析,我們稱之為台商在中國大陸市場直接投資的困惑;我們建議政府應加速放寬有關海峽兩岸金融管制事宜,並主動協助台商赴中國大陸市場投資與營運。
    In recent days, Taiwanese enterprises’ investments and operations in Mainland China stimulate the needs of financing tendered by financial institutes. However, Taiwanese banks don’t play such a role because of official restrictions by laws.

    1) Taiwanese enterprise''s demands of financing offered by Taiwanese banks, rather than increase, decrease gradually.

    2) The scale of Taiwanese regional banks appears to be relatively contracting for excessive permission of new bank''s establishment.

    3) Due to the legal restriction, the investments on Mainland China by Taiwanese enterprise have diminishing reliance on financing offered by government-operated banks of Mainland China.

    4) The phenomenon of decreasing dependence on financing offered by Mainland China''s local banks reflects the fact-there is an expanding gap between Taiwanese enterprise''s production and capital action.

    5) The paradox is that, although Mainland China owns their local banks, Taiwanese enterprises have the drastic increase in the financing offered by foreign-invested banks.

    In sum above, we call the five points “Confusion of International direct investment”. We recommend our government to release the constraints about cross-strait financing, and to help Taiwanese enterprises invest and operate at Mainland China.
