    Abstract: 拉丁美洲是美國南面的屏障，中美洲和加勒比海地區，對美國具有十分重要的經濟與地理位置。拉丁美洲在吸引外資的各種因素中，除資源稟賦、政治和經濟政策的穩定程度以及經濟發展等因素外，拉丁美洲的外資政策逐漸的走向自由開放。

    透過拉丁美洲各國經濟發展歷史來了解拉丁美洲市場經濟體制策略的轉變與發展。接著藉著探討自由貿易協定的現況，包括台灣與中美洲各國、美國與各國簽署自由貿易協定的發展與進展狀況；進一步了解CAFTA-DR的的經濟效益與貿易相關投資協定，從中分析台灣是否可以藉由已與我簽署FTA的拉丁美洲國家，在他們與美國間CAFTA-DR的協議上有關稅與貿易上的優惠讓台灣有利於進入美國市場。
    This paper describes the historical strategy behind the latin american economic development and transformation followed by the current free trade agreement established between taiwan and central american countries and their relationship with the United States'' free trade agreement, tarriffs and trade concesssions--specifically CAFTA-DR and FTA.
