    摘要: 政府為減輕教育經費之財務負擔,於民國88年制定「國立大學校院基金設置條例」,所有國立大學校院自民國89年起須設立校務基金,而於往後年度學校之各項經費支出皆須由學校自行籌措部分經費。而在學校自行籌措經費有限之情形下,民間參與興建經營教育設施之需求因應而生,然民間參與校園興建經營之最大考量不外乎合理利潤,而學生宿舍具高自償、高需求之特性便成為民間參與興建營運之一種投資選項。
    大學學生宿舍BOT 在我國尚無成功之實例,目前於行政院公共工程委員會登記大學學生宿舍BOT之個案有四(至民國95年5月底止),分別為國立中正大學、國立成功大學、國立台灣大學與國立台東大學;其中中正大學為我國校園宿舍BOT案之首例,但因得標公司轉投資失敗,宣告破產,導致該投資案目前處於停工狀態,並且正由貸款銀行協調解決中,其餘三所大學除台灣大學目前已近施工階段,台東與成功大學皆處於評估階段,為此本研究將以台灣大學之學生宿舍BOT進行個案研究,並就法令面、市場面與財務面深入分析民間參與校園宿舍BOT案之可行性。
    全文共分六章,第一章說明本研究之動機與目的、研究流程;第二章相關文獻回顧與整理;第三章針對國內外著名之BOT案例做一比較;第四章首先探討民間參與選定個案之法令可行性,再針對個案之基本規劃與市場可行性分析;第五章就從業者手中獲得之個案資料與專家意見設定財務參數並進行投資可行性、融資可行性及敏感性分析;第六章為綜合以上各章之分析結果,得出結論本研究所選個案具民間參與之可行性,並提出相關建議。
    In order to decrease the heavy pressure of education budget financially, the government enacts the regulation called “The Establishment of Funds of National University”. Since the 89th year of Republic of China, all of the national universities need to set up school funds for administrative affairs. Partial expenses must be raised by themselves. However, under the circumstances of the limited funds raised, the demand of the citizens’ participation has been increasing. However, the consideration of people to decide whether to participate or not is nothing but "Rational Profit “. Due to the factors that the student dormitory is highly self repayable with high demand, investment from non-government institutes has become one of the investment options.
    There is no such successful case as University students'' dormitory BOT yet. At present, there are four public cases of students'' dormitory registered, including National Chung Cheng University , National Cheng Kung University , National Taiwan University and National Taitung University. Among them, National Chung Cheng University is the first one to run a BOT case. Because the bidders failed in reinvestment, they declare bankruptcy and make the investment case is in the state of stopping work. It is at the stage of coordination from lending banks at present. Except National Taiwan University, the other three universities are all at the stage of execution. Both of National Cheng Kung University and Taitung University are still evaluating. Thus, this research is about the case of students'' dormitory BOT, analyzing in depth the feasibility of the folk participation from enactment, market and finance angles.

    This research divides into six chapters. Chapter one states the motive, purpose , and procedure. Chapter two states the relevant documents reviewed. Chapter three states the comparison of domestic and foreign BOT case. Chapter four states the feasibility of people’s participation in specific cases at first, and then analyze to the basic planning and market feasibility. Chapter five states the set up of financial parameters with investment feasibility, financial feasibility and sensitiveness analysis based on the materials and experts’ opinions from the employers. Chapter six states the summarization of the six chapters, concluding that the folk participation does have feasibility in selected cases with the relevant suggestions.
