With the arrival of the era of knowledge-driven economy, innovation training ability, and continuing-learning became key points of changing in conformity with globalization. Education is the foundation stone in which national competitiveness improves. That is why education will be the key to influence organizational performance on how to measure and teach organized innovation capital. This research through the intelligence capital probes into the innovative capital to influence organizational performance. Therefore, this research will also find out the probable effect in educational organizations in Taiwan higher education institutions. The purpose of this research is focus on influential factors of innovative capital that exists in higher education such as, technical innovation, and administrative innovation. The purpose of this research is to also to: 1. To discuss the influence generated by innovative capital on organizational performance in higher education. 2. To discuss the influence generated by technical innovation on organizational performance in higher education. 3. To discuss the influence generated by administrative innovation on organizational performance in higher education. 4. Try to imagine innovative capital scenarios to create the futures images of the higher educational institution. Finally, this research first adopts the literature review, later proceeds to the theory of intelligence capital, probe into the innovative capital characteristic and the intension of educational innovation, to later collect important data through a survey, in order to know that innovative capital is an important factor that influences organizational performance.
