檢視、分析之後,此ㄧ事件由對藍領外勞的不平等外勞政策、華磐公司不當的生活管理、外籍勞工仲介問題與媒體刻板印象的偏差報導等四方面進行討論,並提出建立專責組織機構、外勞政策應秉持公平正義原則、建立完善仲介制度、多元的外勞申訴管道、外勞應有組成工會的權利、加強對企業與外勞管理公司的監督、媒體應有中立客觀的報導等七項建議。 Along with the globalization tidal current, the working population transnational flowing was already an irresistible tendency, as for Taiwan, because of the industrial structure change, the education level popularizing, national income increase and so on factors, people are not willing to be engaged in the 3D works. This time the foreign laborers cna help the domestically lacked labor phenomenon, therefore introducing the foreign laborers is inevitable.
We have introduced the foreign laborers since 1989, there are lots of related discussions. This article is a case studying of the event of the Thai workers in Kaohsiung MRT, taking the stigmatization as the foundation, wish to discuss the factors behind the event, and give suggestions.
After inspection and analysis, I discuss this case by the unequal policy to foreign workers、incorrect management、the problems of introducing foreign workers and the media. Finally I give seven suggestions:setting up professional organization、justice to the policy、setting good introducing system、multifarious ways of appeals、rights to organize parties、more watching of the employers and objective reports.
