    Abstract: 根據研究主題,本研究之主要目的有四:一、分析教育品質管理之內涵;二、比較西方主要國家學校教育品質管理之策略;三、了解大陸與香港教育品質管理之策略;四、探討臺北市優質學校教育管理之策略;五、根據個案分析比較之結論,提出建議,對台北市未來修訂優質學校方案與各縣市學校推展優質學校措施之參考。
    為達成以上之研究目的,本研究兼採文件文獻分析法與個案研究法,針對西方主要國家與大陸、香港等地學校教育品質策略暨臺北市於2006年辦理第一屆優質學校評選,獲獎之八所學校為個案,由學校背景、採行之策略、相關問題與實施狀況釐清,再進行分析比較研究。本研究所獲得的結論歸納如下:
    一、教育品質管理的基本策略是落實教育評鑑。
    二、教育經費之投資與教育品質管理具有互為因果關係。
    三、西方主要國家採專業組織評鑑之策略,以確保學校教育品質的政策,民主化的方式進行值得我們參考。
    四、大陸與香港以發展性及本位性的品質保障策略是值得重視的。
    五、學生基本能力的養成列為學校教育品質管理的基本策略。
    六、優質品質管理策略的運用在臺北市已經有顯著的成效
    七、臺北市各國民小學品質管理策略都採用「輸入-過程¬-輸出」系統模式實施
    八、臺北市各國民小學將企業的經營策略在學校管理中運作展現獨特的績效。
    九、優質學校評審具有激勵與鼓舞作用。
    The purposes of this study are: 1. to analysis the meanings of the educational quality management;2. to compare the management strategies of educational quality in different countries;3. to realize the management strategies of educational quality in Mainland China and Hong Kong;4. to inquire the Management Strategy of Excellent Schools in Taipei City;5. to propose the concrete suggestions to the relevant institutions to set up and implement the strategies of excellent schools.
    To achieve the purposes above, the main methods of this study are document analysis and case study. In terms of data from literature review and case study, conclusions have been reached as follows:
    1.The basic management strategy of educational quality is to implement educational evaluation.
    2.Educational expenditure is related to educational quality management.
    3.It is worthwhile to learn the evaluation strategy of professional organization which is used to enhance school quality in foreign countries.
    4.The developmental and local-based management strategy of school quality in China and Hong Kong is very valuable.
    5. Improving students’ basic abilities is the fundamental strategy to school quality management.
    6.The management strategy of quality school is successful significantly in Taipei City.
    7.Elementary schools in Taipei City implement the model of “ input-process-output ” to improve school quality.
    8. Elementary schools in Taipei City adopt enterprise strategies to manage a school very successfully.
    9.Evaluation of excellent schools does inspire and encourage to elementary schools.
