    摘要: 本研究旨在探討我國高級中學「全民國防教育」師資培育課程應有的內涵。藉由文獻蒐整分析與德懷術(Delphi technique)進行研究,由研究者自行設計「全民國防教育師資培育課程內涵問卷」,邀請國防部、教育部及大學、高中學校曾參與「全民國防教育」相關議題(專案)的專家學者、行政長官、師資培育研究學者與資深教官等,不同專業工作領域者組成專家群,進行問卷調查研究,其資料內容採用量化分析,並將統計結果與專家意見內容進行整理歸併,採用質性敘述研究。
    經由研究結果及重要發現,本研究獲致結論如下:
    壹、我國高級中學「全民國防教育」課程目標,係配合全民國防教育施政理念與國家現況需要,課程內容以「國際情勢」、「國防政策」、「全民國防」、「防衛動員」及「國防科技」等作為課程設計之五大主軸。
    貳、高級中學「全民國防教育」師資培育權責未定,迄今亦尚未有師資培育機構正式開設完整之培育課程,是影響「全民國防教育」課程師資培育制度建立的主要因素之一。
    參、「全民國防教育」師資培育課程核心能力內涵計有九項,其中重要內涵計四項,可作為規劃師資培育課程的重要參考指標。
    肆、「全民國防教育」師資應具備的專業素養包括「基本教學知能」、「教學方法與技巧」、「專門學科知能」及「專業精神與態度」等四大構面,共計八十二項內涵,可作為師資培育課程教材(科目)設計的參考依據。
    最後針對全民國防教育主管機關、師資培育機構、教師及後續研究者提出相關建議。
    The purpose of this research is to treat of the required contents of the course of teachers coach for All-out defense education at senior high school. The researcher prepared a questionnaire regarding this course by data information gathering as well as Delphi technique researching. The researcher also invited some professionals from different academic areas to form a group and proceed to investigate the response of the questionnaire. The researcher analyzed the data in quantification. He also integrated this statistical result with the professional comments and described the research in qualification.
    Due to the results of this research, the researcher comes out the major conclusions as follows:
    1.The course of teachers coach should integrate All-out defense education with the professional knowledge. When preparing the teaching materials, be sure to include the basic ideas for teaching, the methods and technique for teaching, the academic knowledge, and the professional spirit as well as attitude.
    2.There are some problems needed to solve regarding the related apparatus and systems.
    3.The development of the core ability should be required and included in the course.
    4.There some major difference between the current course of the common military education and that of the All-out defense education. Therefore, the course of teachers coach for All-out defense education should be required to re-plan.
    Last but not least, the researcher would like to offer some comments and suggestion regarding All-out defense education.
