本研究旨在探究法國小學教師資格檢定制度之運作模式及內涵,與我國教師資格檢定制度比較後,探討其對我國之啟示,以提出具體建議供相關權責單位作為完善我國教師檢定制度之改進參考。為達上述目的,本研究主要以文件分析法進行研究。首先,透過理論探析了解教師檢定之意義及其理論依據;次之,利用文件分析探討法國小學教師資格檢定制度之內容與施行方式;複次,比較法國與我國小學教師資格檢定制度之差異,並歸納其可供我國參考之特色;最後,則提出研究結果與具體建議以供我國負責教師檢定之相關單位作為借鏡。本研究之結論可歸納為法國小學教師檢定制度以及其對我國之啟示兩部分,茲分述如下: 一、法國小學教師檢定制度方面 (一)法國乃由政府機關針對全國的教師缺額進行統計與招聘,教師之錄用具計畫性 (二)法國教師為公務人員,報考無專業限制,但需具備急救與游泳能力證明書 (三)採行兩階段式的檢定方式,並將實習納入檢定項目當中 (四)資格考試兼採筆試與口試的方式進行 (五)檢定內容重視學科內容知識與一般教學知識之結合 二、法國小學教師檢定制度對我國之啟示方面 (一)重視教師之學科內容知識,且落實教師實習訓練與考評 (二)強調教師之語言運用能力以及急救能力 The purposes of this study is, firstly, to investigate the process and content of the elementary teachers’ certification system in France, and, secondly, discuss its implications for Taiwan. Finally, suggestions are made for related educational administration agencies to improve relevant policies. To achieve the purposes mentioned above, this thesis adopts the methods of literature review to probe into the meaning and the theories of the certification system; the method of content analysis is then used to inquire the nature of the elementary teachers’ certification system in France. Finally, comparative method is used to compare the French system with that of Taiwan, and then come up with some recommendations for improving our certification system for teachers. The results of this research can be summarized into two parts: 1.About the elementary teachers’ certification system in France (1)The teachers in France are certified and recruited by the government with a deliberated plan in advance. (2)The teachers in France belong to civil servants. The qualification examination does not set any professional requirements, but the persons taking the examination must possess the certificate of swimming and first-aid test. (3)The examination for recruiting teachers consists of two phases: qualification exam and practice teaching. Performances of the practice teacher must be assessed. (4)The qualification examination includes written and oral examination. (5)The contents of the qualification examination integrate content knowledge (CK) with pedagogical knowledge (PK). 2.The implications of the elementary teachers’ certification system in France (1) The French government pays much attention to content knowledge of teachers, and carries out the practice and training of teachers rigorously. The performances of the practice teacher are also strongly emphasized. (2) French government emphasizes teachers’ ability of oral speaking and the knowledge and skills of the first-aid for teachers.
