    論文提要內容：
    本研究旨在探討臺北縣國民小學學校教師會參與學校行政決定情形及其影響因素，依據研究動機，提出下列六項研究目的：
    一、探討學校教師會參與學校行政決定的理論基礎；
    二、探討國民小學「學校教師會」參與學校行政決定的情形；
    三、探討國民小學教師對「學校教師會」參與學校行政決定的滿意程度；
    四、探討國民小學「學校教師會」參與學校行政決定內容；
    五、探討影響國民中小學「學校教師會」參與學校行政決定的主要因素；
    六、歸納研究結果，討論並提出建議，供學校行政運作及學校教師會參與學校行政決定之參考。
    本研究依據文獻探討所得資料，建立本研究之架構，以問卷調查法，進行實證研究，依研究目的與需要，自編「國民小學教師會參與學校行政決定問卷」作為研究工具；研究對象為台北縣國民小學已成立學校教師會之專任教師；共發出問卷150份，回收問卷106份，有效問卷90份，分別以平均數、標準差、t考驗、單因子變異數分析及Scheffe法進行事後比較進行統計分析，經由統計分析，歸納本研究發現與結論，並提出建議。
    根據研究目的,透過上述研究方法,或得以下結論:
    （一）台北縣國民小學教師會參與學校行政決定的程度並不高。
    （二）學校教師會參與學校「人事」與「專業發展」的程度較高。
    （三）台北縣國民小學教師對學校教師會參與學校行政決定的結果並不滿意。
    （四）影響學校教師會參與學校行政決定的主要因素，依序為「上級主管機關未能將權力下放」、「相關法令的限制與不足」、「教師專業自主意識薄弱」、「教師缺乏相關法規素養」、「教師無暇參與」及「學校領導者不支持（甚至阻撓）」「學校教師會組織不健全難以運作」等七個因素。
    透過相關文獻分析及國民中小學參與學校行政決定之實證分析，本節根據前述研究結果與結論，提出建議，以供教育主管機關、學校行政單位、學校教師會及教師參考，並提出進一步之研究建議。茲分述如下：
    一、對教育主管機關的建議
    （一）落實學校本位管理權力下放
    （二）制定明確法令規範學校教師會參與學校行政決定範圍
    （三）維護教師專業自主及提昇專業能力
    （四）給予會務假以利參與
    二、對「學校行政單位」的建議
    （一）落實民主參與建立合作關係
    （二）權力分享，重視教師專業，擴大參與層面
    （三）減輕教師工作負擔，允許教師利用空暇時間參與教師會會務
    三、對學校教師會的建議
    （一）關心教師權益，積極參與學校行政決定
    （二）與會員保持適當的聯繫，公開會務資訊
    四、對教師的建議
    （一）提昇專業知能，主動積極參與學校行政決定
    （二）重新定位教師自身的角色
    （三）主動瞭解學校教師會的運作
    五、對未來研究的建議
    （一） 研究對象:將研究對象進一步設定為「理監事」與「理事長」，亦即學校教師會的核心幕僚。
    （二） 研究方法:未來之研究可採用質化研究方法，進行資料蒐集，或做學校個案研究，可深入探討學校教師會參與學校行政決定的情形。
    （三） 研究工具: 問卷發送的過程仍需要進一步確認，因多數教師對於學校教師會的會務並不清楚，故在問卷的編製與發送應再進一步確認。

    Abstract:
    The main purpose of this study is to investigate how STAs (School Teachers'' Associations) partake in schools'' decision-making as well as the factors that have impacts on it. According to this motive, the researcher lists six dimensions of this study.
    To investigate the basic theories that lead to the participation in school administration decision by STAs.
    To uncover the condition how STAs of elementary schools take part in schools'' administration decision.
    To unveil how elementary school teachers are satisfied with STAs'' participation in schools'' administration decision.
    To pinpoint the fields and categories that STAs of elementary school can manipulate their influences on schools'' administration decision.
    To discover the main factors that have influences on STAs'' participation in schools'' administration decision in junior and elementary schools.
    To conclude the findings, discuss them and finally offer suggestions so that they can function as references for both schools'' administration operation and STAs'' participation in it .
    The research sets the frame of this study via data collected from archives, and according to the purposes, the researcher makes it an empirical study via the “STAs'' Participation in Schools'' Administration Decision” questionnaires.
    The subjects of this study are 150 full-time teachers of elementary schools of Taipei County where STAs are functional.
    Totally 150 questionnaires are spread, with a return of 106 copies, among them , 90 are valid , the researcher puts them into statistical analysis to conclude the findings and finalize the suggestions .
