    Title: 新加坡母語教育政策對我國鄉土語言教育政策之啟示

    Abstract: 本研究主要採取文獻分析法、文件分析法和G.Z.F. Bereday的比較
    研究法,針對新加坡母語教育政策與台灣鄉土語言教育政策之語言政策演
    變、政策因素分析以及政策施行特色與困境進行比較研究。
    本研究主要在達成下述目的:
    一、瞭解新加坡推動母語教育政策之歷程及其問題。
    二、瞭解台灣推動鄉土語言教育政策之歷程及其問題。
    三、比較兩國在上述內容之異同。
    四、根據研究結果,向相關單位提出有關台灣鄉土語言教育政策之建議。
    本研究所獲得的結論為:
    壹、在語言政策演變方面
    一、政策走向,開放、打壓與否,政府方面是關鍵。
    二、社會大眾對於語言政策演變之反應,台灣較新加坡複雜,惟兩國皆有族群認同之問題存在
    三、就憲法上相關政策,新加坡憲法較中華民國憲法具誠意
    貳、政策因素分析方面
    一、兩國在歷史上雖都曾被殖民過時代,惟其語言政策歷程卻明顯不同。
    二、兩國的語言政策皆充滿濃郁之政治性色彩
    三、兩國之社會層面所著重的觀點不盡相同,但均為多元文化之展現。
    参、政策施行困境與困境方面
    一、就課程規劃而言,新加坡較具系統性

    二、就教材而言,台灣鄉土語言教材較新加坡多元、開放
    三、台灣鄉土語言師資培育方式管道較新加坡寬廣
    四、兩國相同的困境在於如何求得本土化和全球化之間的平衡
    This thesis adopts the methods of literature review, document analysis and comparative research method of G.Z.F. Bereday. The content aims to compare the change of language policy, the analysis of policy factors, the particulars and the dilemma of policy implementation.
    The purposes of this study are as follows:
    1. To understand the process and its problems of Singapore while promoting mother tongue language education policy.
    2. To understand the process and its problems of Taiwan while promoting local language education policy.
    3. To compare the similarities and differences of the above mentioned between Singapore and Taiwan.
    4. According to the comparative analysis, to propose suggestions related to the local language education policy of Taiwan.
    The conclusions of this study include three aspects as follows:
    1. In the change of language policy aspect:
    (1) The government decides the orientation of policy is open or not.
    (2) As to the reaction of the community about the change of language policy, Taiwan is more complicated than Singapore; however, both countries have the problems of ethnic identity.
    (3) As to the related policy of constitution, the constitution of Singapore is more sincerity than that of R.O.C.
    2. In the analysis of policy factors aspect
    (1) Although the two countries are colonized, the language policy process is obviously different.
    (2) The language policies of the two countries are filled with heavy political leanings.
    (3) The standpoints of the two social levels in two countries are not exactly the same; however, both of two countries display the multicultural.
    3. In the particulars and the dilemma of policy implementation
    (1) As to the curriculum planning, Singapore is more systematic.
    (2) As to the teaching material, Taiwan is more diverse and open.
    (3) As to the way of teacher preparation education, Taiwan is more extensive.
    (4) The dilemma of the two countries is to find the balance of the localization and globalization.
