    摘要: 本研究旨在了解我國及宜蘭縣學校革新方案的實施現況,並藉由國外學校革新之經驗加以比較,探討學校革新方案的實施策略;並針對實施現況的優缺點,建構國民中、小學學校革新方案的整合實施策略,以提供未來教育相關單位執行之參考。
    為達研究目的,本研究利用文獻探討,了解及評析國內外學校革新方案及宜蘭縣學校革新相關方案;以問卷調查法探討宜蘭縣學校革新方案之實施現況及策略;並輔以訪談法,針對宜蘭縣學校革新方案的成果、困難、滿意情形及對學校革新方案整合實施的可行性進行探究。最後綜整文獻探討、問卷調查及訪談之結果,研擬學校革新方案整合實施之策略。

    經由上述之研究過程,本研究獲致以下結論:
    一、學校革新方案實施現況及檢討
    學校革新方案的實施對學校人員、學校組織、學生學習成就及學校人力及資源分配具有以下的影響:
    1.學校人員:凝聚師生感情、提昇教師專業能力及專業自主;教師仍兼任行政、教學準備及行動研究時數較少。
    2.學校組織:提升校務運作效率、組織氣氛較佳;整併可能無實質的效用、兼任人員向心力不足、學校本位管理的彈性自主仍嫌不足。
    3.學生學習成就:教科書具有更多選擇性、課程內容更加活潑化;學生學習成就未提升、城鄉差距拉大。
    4.學校人力及資源分配:引入社區資源及人力,節省額外經費及人力;促進學校、家長及社區間的關係。

    二、學校革新方案整合實施策略
    1.組織發展策略:以學校本位發展組織特性;有意義的進行組織再造;規模較小學校可組成策略聯盟;善用媒體及科技。
    2.教師專業成長策略:提供教師專業進修的機會及管道;成立教師工作坊、教學研討會;減少班級人數及授課時數。
    3.評鑑與獎勵策略:訂定中央評鑑機制、聘請專家學者到校訪視及諮詢、校內自我評鑑、優良組織及個人應給予獎勵。

    而針對研究之結論,提出以下之建議,供教育行政機關、學校單位及未來研究之參考:
    一、對學校行政機關之建議
    1.成立學校革新方案整合實施輔導小組。
    2.規劃長期性的學校革新計畫。
    3.改進現有教育環境。
    4.落實學校本位自主,增加教育經費。
    5.提供充足的支援協助學校辦理研習活動。
    6.妥善規劃評鑑機制。
    7.宣導及推廣學校革新方案整合實施的作法。
    二、對學校單位之建議
    1.積極參與學校革新的執行。
    2.加強專業能力的培養。
    3.激發教師士氣,建立專業自信。
    4.整合各項資源,規劃組織及執掌。
    三、對未來研究之建議
    1.研究對象:可擴及台灣地區國民中小學校長、主任、教師,甚至教育主關機關人員、教育學者專家、職前教師等。
    2.研究方法:可針對個別情況進行深入訪談及其他更深入的研究,或進一步針對個案從事有系統的觀察研究。
    3.研究問卷之編製:可更廣泛的納入其他因素及面向。
    4.研究內容:可擴大研究範圍,納入其他學校革新方案,以進行更深入的探討及整合。
    The purpose of this study is to investigative the implementation of school improvement schemes of Yi-Lan county in Taiwan, then disscuss the implemention strategies of school improvement scheme by comparing the experiences of overseas school. Besides, this study is to construct the integrated-implementation strategies of school improvement scheme in fundamental education.
    This study is made via literature analysis, survey and interview methods. Literature analysis was utilized to assay the school improvement schemes in our country and overseas. Survey methodology was utilized to gather the implemental situation of school improvement schemes in Yi-lan county. Interview methodology was utilized to investigate the performance, difficulty, satisfaction, and the practicability of school improvement schemes in Yi-lan county.
    Major conclusions are yielded from this research:
    1.Implemental situation and review of school improvement schemes
    (1)school personnel:
    a.The communication between teachers and students is better;
    b.To advance the professional ability of teachers;
    c.There was less time for preparing the teaching and researching.
    (2)Organization:
    a.Promoting the efficiency of school affairs;
    b.The organizational atmosphere are better;
    c.There is non-substantive effectiveness for integrating the organization;
    d.The flexibility of school-based management is failed.
    (3)Student achievement:
    a.Selectivity of textbook;
    b.The content of course is multiple;
    c.Student achievement isn’t moved up;
    d.The gap between city and country is getting more and more widely.
    (4)The manpower and resources of school:
    a.Saving the extra funds and manpower by introducing the manpower and resources of community;
    b.Promoting the communication between school, parents, and community.

    2.The integrated-implementation strategies of school improvement scheme
    (1)Organizational development strategies:
    a.Develop the organizational characteristic by school-based;
    b.Significant to make a organizational restruction;
    c.Using the media and technology.
    (2)Teacher’s Professional growth strategies:
    a.Provides the opportunity and pipeline to career development;
    b.Construct a teacher’s workshop and teaching seminar;
    c.Reduces the population of class and teaching times.
    (3)Evaluation and reward strategies:
    a.Constructs the mechanism of central evaluation;
    b.Making a consultation by inviting experts.
    c.Offer reward to excellent organizations or individual.

    Finally, according to the results of the study, here are some recommendations to educational authorities, school units, and future researches:
    1.Suggestions for educational authorities:
    (1)Establish the counseling group for integrated-implementation strategies of school improvement scheme;
    (2)Making a long-term plan of school improvement;
    (3)Improving the educational environment;
    (4)Promoting the school-based management and increasing the funds of education;
    (5)Provide supports to school for holding activities;
    (6)Plan a mechanism of evaluation;
    (7)Guidance and promote the method of integrated-implementation strategies of school improvement scheme.
    2.Suggestions for school units:
    (1)Participating the school improvement positively;
    (2)Strengthens the ability of profession;
    (3)Establish the self-confident and morale;
    (4)Integrate the organizations and resources.
    3.Suggestions for future researches:
    (1)Research objects: May expand to principles, directors, teachers of fundamental education in Taiwan, even educational institution members, experts and scholars.
    (2)Research methods: Aim at exceptional cases by utilizing interview methodology or others.
    (3)Research questionnaire: May bring into research with other factors.
    (4)Research contents: Expanding the research scope to carry on a more thorough discussion and integration.
