    摘要: 本研究旨在探討目前國內、外技專院校辦理建教合作教育現況及意見,進而改善空軍航空技術學院現行教育方式。研究對象針對產、學界和建教合作教育有關人員及軍事校院及軍事單位進行調查,內容包括對國內、外學校及主要國家軍事校院實施建教合作教育現況的現況、缺失及改革意見等。經研究發現,教育部所訂必修課程比例過高,壓縮學生學習專業實務時間,致使理論與實務課程無法結合。另發現空軍航空技術學院學程與各部隊任務似有落差,故應與部隊相互合作,朝向「建教合作教育」方式實施教學為長遠發展考量,並由空軍司令部協助規劃成立「空軍航空技術學院建教合作教育顧問委員會」,以符合「即訓即用」政策為前題,進行各項評估作業,期使學校教育與部隊任務相結合,以提升空軍技勤人員素質。
    經針對520位產、學界、軍事單位及學校建教合作教育相關人員進行訪談及問卷調查,並區分法規、評估、行政、課程與教學及其他相關問題等五方面探討。最後依研究結論,對教育部、空軍司令部及空軍航空技術學院提出臚列建議:
    壹、對教育部的建議
    一、教育部應針對現行技職課程綱要部分,以學校自主方式實施。
    二、教育部應將證照檢定納入建作教育實施辦法,鼓勵學生畢業前獲得一證一照。
    三、教育部應擬定辦理建教合作教育優良之學校與個人給予公開表揚與獎勵。
    貳、對空軍司令部的建議
    一、空軍應由業管軍事教育單位設立專責單位統一處理建教合作教育事務,並與教育部溝通課程規劃事宜。
    二、空軍司令部應協助空軍航空技術學院成立「空軍航空技術學院建教合作教育顧問委員會」進行評估作業。
    三、空軍司令部應針對學生畢業專長分發進行研討,期使學生即早瞭解未來生涯規劃,學校亦可提早規劃後續建教合作教育實施方式。
    參、對空軍航空技術學院的建議
    一、空軍航空技術學院各系科課程規劃,應由邀請各部隊進行研討,每一階段之學習目標,應明訂納入規劃書中作為評鑑成效之重要指標。
    二、空軍航空技術學院應依所規劃之「建教合作教育」重新編列年度維持經費。
    三、空軍航空技術學院應鼓勵教師於寒暑假時赴各軍事單位進行研習,以吸取新知。
    四、空軍航空技術學院應先行針對「建教合作教育」案師資及學生進行職前講習。
    五、空軍航空技術學院應針對與各軍事單位實施建教合作教育內容,納入現行「學員生手冊」,以利規範後續各項作為。本研究係針對空軍航空技術學院實施建教合作教育可行性之研究,將來可擴至國軍各軍事院校,以提升國軍戰力。
    This study aimed at exploring the practicability of cooperation education programs at the Air Force Institute of Technology (AFIT). Opinions from related personnel of industry and academia fields were investigated. Cooperative education programs in domestic and abroad military academies were also surveyed to understand their status and demerits. After analyzing all the data collected, it was discovered that there were too many courses required by the Ministry of Education, which affected and compressed students’ professional practicing time. As a result, the quality of the AFIT’s education programs cannot meet the need of Air Force’s active duties. It is therefore recommended that AFIT should adopt cooperation education to meet the needs of Air Force’s active duty units for its long-term development. The Air force Command should assist in the planning and building up the Educational Advisory Board of Cooperation Education at the Air Force Institute of Technology. This practice would meet the policy of training just in time and proceed with all necessary evaluations to ensure the quality of training.
    Based on the findings of this study, recommendations to the Ministry of Education, the Air Force Command, and the Air Force Institute of Technology were proposed:
    1. to the Ministry of Education
    a. Allow school/institute to implement technical and vocational training courses without too many restrictions,
    b. Encourage students to get at least a diploma and a professional certificate upon their graduation.
    c. Commend those persons or schools that contribute to the cooperation education programs.
    2. to the Air Force Command
    a. Establish a special sub-unit to handle cooperation education related affairs, as well as to act as the window to Ministry of Education on course planning of the cooperation education programs.
    b.Assist the Air Force Institute of Technology to set up an advisory board to evaluate the quality of cooperative education programs.
    c.Study the specialties need of the active duties of cadets, and to develop and implement the cooperation education programs accordingly to these results.
    3. to the Air Force Institute of Technology
    a. Invite representatives from all active duty units to discuss the learning goals of each training phase, and use these goals as the primary index for achievement evaluation.
    b. Relocate the fiscal budgets according to the need of cooperation education programs.
    c. Encourage teaching staffs to get involved with active duty units to be aware of new knowledge needed for their students.
    d. Hold orientation programs for the faculty and students of the cooperation education programs.
    e. Describe cooperation education programs in the student’s handbook to facilitate their learning.
