    Abstract: 本研究之目的主要有五:一、探討我國追求大學卓越發展之動力因素;二、闡析政府在大學卓越政策中所扮演的角色;三、探討我國追求大學卓越發展之相關策略;四、瞭解我國大學卓越政策之現況與所面臨之問題;五、根據調查結果提出未來推動大學卓越政策改革之建議。
    本研究除採文件分析法進行文獻探討外,並採問卷調查法與訪談法,針對國內一般與科技大學之大學校長、副校長、教務長或研發長、其他處室主管、專任教師,以及教育行政機關主管進行問卷調查和訪談。經分析後,瞭解問卷填答者與受訪者對於我國大學卓越政策實施情形之看法,並對未來改革提出具體建議。
    本研究之主要結論有:
    一、我國推行大學卓越政策之主要動力因素包括:因應全球化之競爭趨勢、亞洲國家高等教育政策導向之影響,以及透過經費的補助以創造高品質的研究與發展,進而帶動知識的創新。
    二、在追求大學卓越的過程中,政府應該扮演「監督者」、「輔導與協助者」及「制度環境塑造者」的角色。
    三、我國推行大學卓越政策至今,尚面臨諸多有待解決之問題。其中較重要的包括:研究卓越重理工輕人文、卓越計畫重研究輕教學、審核標準過於表面而不夠明確客觀、人事與會計制度鬆綁過少、經費提撥效率低、政策講求急就章與速成,以及學校沒有將所獲得的資源聚焦使用等。
    四、我國若欲追求大學卓越發展,可藉由多元之相關策略來達成,其中最主要的包括透過大學評鑑以提升品質、評鑑機制多元化、協助大學自我定位、改革現有制度面,並落實大學自主、提供優質之行政資源為,以及透過考評機制讓錢用在刀口上。
    本論文共分五章,第一章為緒論,第二章為文獻探討,第三章為研究設計與實施,第四章為研究結果分析與討論,第五章為結論與建議。
    This study mainly aims, by adopting the methods of document analysis, questionnaires, and semi-structured interviews, to explore the implementation of policies concerning pursuing excellence in universities in Taiwan.
    The major conclusions of this study can be summarized as follows:
    1. The driving forces for introducing the policies of pursuing excellence in Taiwan are many, of which in response to the trend of global competition is the most important.
    2.The most important role played by the government should be the role of supervisor.
    3. There are still a number of problems need to be solved while implementing the related policies, and the strategies adopted should be diversified in accordance to the problems faced.

    The thesis is divided into five chapters. After the first chapter of an introduction, the second chapter is mainly a literature review. The third chapter tries to explain the research design and process. In the fourth chapter, an analysis of important research findings is given. Then, major conclusions are summarized and suggestions related to the future reform of policies in pursuing excellence of universities are thereby proposed in the final chapter.
