This study aims to show in how far the principle of ‘internationalization’ has been implemented in institutions of universities. Through research and analysis this study explores the concept of internationalization, its indicators, levels of internationalization in European, American and neighboring Asian universities as well as the degree of internationalization in public and private universities in Taiwan. In order to measure the latter, the following five dimensions will be examined:
1.The variety and scope of efforts, strategies and policies to implement ‘internationalization’ in universities
2.The degree of ‘internationalization’ from students’ perspective
3.The degree of ‘internationalization’ from teachers’ perspective
4.The degree of cooperation and partnership programs and activities between local and foreign universities
5.The implementation of ‘internationalization’ in curriculums and lesson plans
A questionnaire was designed and sent to 90 local universities and colleges. The empirical data gathered in the survey supports the following 8 conclusions:
    1. ’Internationalization’ is a key priority of most local universities
    2. Further ‘Internationalization’ efforts need to be made in local universities
    3. Aspects of ‘Internationalization’ that relate to local as well as to foreign students require more consideration
    4. Universities with a focus on student-related ‘internationalization’ should expand supportive organizations or departments as well as the skilled personnel involved
    5. Student-related ‘internationalization’ through curriculums and teaching approaches can only be achieved through stricter implementation
    6. Contributions and efforts which promote communication and internationalization by teachers should be rewarded
    7. Universities need to increase the budget on ‘internationalization’ efforts and activities
    8. The range of methods, strategies and policies to foster ‘internationalization’ in local universities lacks diversity
The study hopes to provide recommendations for local universities, colleges and government institutions as well as research material for further studies.
