Abstract:	根據研究主題，本研究主要目的有五：一、分析我國近年來公立大學教育經費分配機制之變革；二、了解英、美兩個國家公立大學教育經費分配制度，及我國公立大學可借鏡之處；三、分析相關領域專家學者、教育經費分配審議委員會之委員，以及教育行政主管，對我國國立大學教育經費分配機制看法；四、瞭解目前我國公立大學教育經費分配機制之情形、面臨挑戰，與未來努力之方向；五、歸納研究結果並提出具體建議，以供相關單位作為參考。為達成以上之研究目的，本研究除探討中外相關文獻外，亦採用方法為訪談方法，以使研究結果更加完善。首先，透過文獻資料之蒐集，本研究主要在瞭解我國公立大學教育經費分配之原則、分析英美兩國公立大學教育經費分配機制之現況，以及探討我國公立大學教育經費分配機制之現況。其次，根據研究目的與文獻探討發展出本研究訪談大綱，以進行訪談。期能藉由受訪者的回答，進一步瞭解我國公立大學教育經費分配機制之情形，以印證文獻探討之結果或補齊不足之處。最後，本研究綜合文獻探討與訪談所得之資料，獲得以下結論：一、公立大學教育經費分配原則之理念有待釐清。二、公立大學教育經費分配機制仍有待改善。三、「教育經費分配審議委員會」在經費分配範疇上發揮功能有限。四、公立大學教育經費分配機制應適合我國體制。五、公立大學教育經費來源面臨經費短絀及競爭之壓力。六、釐清公立大學與政府之關係，落實財務自主化。七、亟需建置公立大學教育經費分配機制資訊網路化。 The main purpose of this study are：1. to analyze the change of educational expenditure allocation system of public universities recently. 2. to understand educational expenditure allocation system of universities in USA and British. 3.to compare the viewpoints of scholars、 staff from educational expenditure allocation council，and educational administers. 4. to understand the situation of the educational allocation system of public universities in Taiwan now, and how to face the challenge in the future. 5.to have detail suggestion, resulting in the research, for related department as future reference. In order to achieve the above-stated purpose,this study is made literature review and interview methods. Firstly, this study put emphases on three aspects according to the literature review: to understand the principle of educational expenditure allocation of public universities, to analyze the current educational expenditure allocation system of public universities in USA and British, to discuss the current educational expenditure allocation system of public universities in Taiwan. Secondly, this study developed the interview questions in the light of the research purposes and the literature reviews. Finally, this study will summarize the research results of the current educational expenditure allocation system of public universities and then using for proving and enhancing the literature review. The research results are listed as followed: 1. The educational expenditure allocation of principle on public Universities should be clarified. 2. The educational expenditure allocation of system on public Universities could be improved. 3.「The educational expenditure allocation council」is limited to develop on educational expenditure allocation of system. 4. The educational expenditure allocation principle of public Universities should be able to suit to our country. 5. The shortage of expenditure and the competition pressure are the two problems of the educational expenditure sources in Taiwan now. 6. Distinguish the public universities and the relation of the government, and establish functions of finance autonomy. 7. The information network of educational expenditure allocation system of public Universities should be established.
