    摘要: 世所矚目的第二次南北韓高峰會於2007年10月3日在平壤舉行，南北韓首腦4日就《南北關係發展和平繁榮宣言》達成了協議，打破了歷經半世紀冷戰隔離與軍事對峙的僵局。此一事件之所以會受到國際社會的高度關注，乃由於韓半島一向為世界上情勢最緊張的地區之一，加上兩韓關係的發展直接捲入了美、日、俄及中共等四個強權間的較勁，故兩韓高峰會情勢的發展，不僅會影響韓半島的未來，也會使整個東北亞、甚至亞太地區的局勢產生變化，進而牽動國際政治權力的平衡。
    兩韓關係的演變與未來發展的影響，首當其衝的除了南北韓當事國之外，也會波及與東北亞局勢密切相關的國家，身處其中的我國自然也無法置身事外，故兩韓關係的演變與未來的可能發展，是我們所應探討的切身相關議題。兩韓關係從熱戰、冷戰到高峰會談和解演變當中駐韓美軍及美韓同盟對其有無影響?有什麼樣的影響?駐韓美軍自美韓共同防禦條約簽定以來其發展、影響與未來前景又是如何？為求得上述問題的解答，本文乃透過對美韓共同防禦條約之演變歷程的論述與分析，預測美韓同盟的未來,期望能尋求出上述問題的解答，以為我國因應此一情勢變化之參考。
    從韓戰停戰之後韓半島和東北亞地區戰略發展的實際情況來看,在圍繞韓半島問題的諸多外部因素中, 美國的參與顯得最為積極,也最為活躍,美國和南北韓之間的關係在很大程度上成為決定南北韓未來走向的最關鍵要素。
    正是基於這種認識,所以筆者認為有必要檢視從韓戰以來美國的韓半島政策,並且對這政策的內容和結構進行一種系統的分析和研究,因為美國在韓半島的角色在一定程度上成為解決南北韓問題的基礎和前提。且從某種角度來看,剖析美國在韓半島的作為也可當作客觀的參考,將來對於中華民國和美國之間的同盟關係也可以做一番不同的對照和研究。
    本論文主要對下列問題進行探討：
    ※美韓共同防禦條約的形成背景。
    ※影響美韓同盟與南北韓關係之駐韓美軍。
    ※美韓共同防禦條約之現況及未來變化與走向。
    ※美韓同盟的現勢及未來發展
    本論文所採取的研究方法如下所述：
    (一) 採用文件分析法與歷史分析法。
    (二)聯盟理論
    來分析美國對韓半島的美韓同盟政策,為求對整個美韓共同防禦的了解,用歷史事件來分析,其實整個同盟不只影響韓半島,它的後續對於東亞地緣政治影響,尤其是美國對北韓核武問題,行成美.中.日.俄四國的權力競逐,更是必須要關注的焦點,也可以顯現出韓國地位的重要性。
    The Inter-Korean reconciliation and cooperation of that followed the historic inter-Korean summit in Pyongyang in October 2007 has not only relaxed the structure of the Cold War on Korean Peninsula, but also weakened the raison d’etre of U.S. troops in Korea. Naturally, this new situation invites us to reconsider the desirable shape of the U.S.-ROK military alliance in the era of inter-Korean reconciliation.

    During the past sixty years, the U.S.-R.O.K. alliance contribute greatly to R.O.K.’s securing an overwhelming strategic superiority in Korean peninsula and furthermore to R.O.K.’s role of the strategic power in northeast Asia region. Now the readjustment of the ROK-U.S. security alliance relation in the 21st century is becoming our crucial issue in step with the changes of peripheral security conditions. At this moment, the purpose of this study is to reexamine the researches of R.O.K.-U.S. security cooperation over the half past century and to find its desirable directions of development as the international order has changed.

    This issue affects geopolitics in northeast Asia that U.S. want to maintain his power in this region and the peace of Korean peninsula.

    We should focus on the interaction and relationship of South Korea, North Korea and U.S. I always cite official and academic papers to find out the policy of U.S. and ROK toward the mutual defense in Korean peninsula.
