    Abstract: 基於對美中間經濟互動日益深化與擴大,本文焦點在於探討五次美中戰略經濟對話(Strategic Economic Dialogue)中,哪些因素反映雙方在負責任的利害關係人概念下,做長期性的建設性合作。藉由應用國際建制理論三個學派—現實、新自由、認知學派(school of realist, school of neoliberal, and school of cognitivism)之論述,本文試圖從它們找出最具解釋力的學派。

    本文研究發現,三個學派中,新自由學派最利於說明美國與中國在負責任利害關係人概念下,做長期性的建設性合作。這是因為雙方皆了解在自利原則的前提藉著提高或改變自身能力做交往,才是彼此的政策優先考量,即便雙方交流時仍受到權力變化與知識社群行動所影響。因此,五次美中SED反映雙方在穩定經濟平衡增長、貿易與投資的開放及交流,與增進永續環境發展議題三項議題中,美國與中國透過政策協調、多重連結管道並做溝通下觀念分享的交往行為。
    Motivated by the concern about the importance of strategic interaction of Sino-U.S. relations, the author would probe into its long term strategic cooperation with the perception of responsible stakeholder, and the factors accounting for the international regime theory. Through the application for the schools of realist, neoliberal, and cognitivism under international regime theory, the author attempts to figure out which school accounts the most for on this topic: Sino-U.S. Strategic Economic Dialogue from 2006 to 2008.

    After analyzing Sino-U.S. Strategic Economic Dialogue from 2006 to 2008, we find out that the school of neoliberal accounted the most among these three schools for this topic in which U.S. and China engage with a long-term constructive cooperation under the principle of responsible stakeholders. U.S. and China both acknowledge that boost comprehensive engagement by strengthening their capabilities by the concept of self-interest is the most priority on each side, even though their agenda setting on SED are still driven by the distribution of power and actions epistemic community can take. Consequently, Sino-U.S. SED can illustrate its multiple collaborations on both sides via policy coordination, multilateral channel arrangement, and shared understanding by corresponding to macroeconomic cooperation, market access, and sustainable development.
