| Abstract: | 農業，做為人類最古老的產業，其重要性和特質與其它產業相比實為特殊。而農業政策亦為人類社會以及政府最為古老而且重要的政策之一。而農民，即使在工業化的現代社會中，仍然是一群構成國家極為重要的群體。
隨著科技進步、運輸便利，國際貿易讓國家與國家間搭起溝通的橋樑，使得國家內部的政策藉由國際貿易，進而影響另一國或更多第三國的國內情勢或政策。
在農產品價格高漲、農產品貿易爭端重新浮上檯面的今日，本文以新自由制度主義為理論基礎，探討在農產品貿易部門在國家行為體內部、國家與國家之間的衝突與合作。
國際層面，從世界貿易組織中關於農業談判的過程，研究國家行為體間的衝突、角力與謀求合作的過程。以新自由制度主義分析其互動、交易，探討國家間以國際機制為舞台所產生的合作影響。
超國家層面，以當代最成功的超國家組織，歐洲聯盟為主要研究對象，探討其內部對於農產品貿易的統合、原則與運作機制，以及其貿易政策的實行影響。分析其如何統合內部貨物市場，其權限如何分配以及其內部所建立的貨物流通機制。
最終分析歐盟內部層次的共同農業政策，其目標、原則以及其所建立的農業保護機制對於國際市場農產品貿易的影響，證實國內政策與國際機制間的互動、衝突與合作關係。
Agriculture, the oldest industrial sector in human society, is still the most special and important activity, even in the present world, which is globalized and industrialized. Agricultural policies are also the oldest and one of the most important political topics for the governments. Still now, agricultural workers remain as a fundamental group in the society of modern countries.
Along with the progress of technology and transportation, international trade has built a connection among the nation states, thus affecting nations to change their ways of policy making by learning experiences from each other in order to establish stronger partnerships.
Based on neo-liberal institutionalism, this thesis aims to analyze the relationships and conflicts within the international agricultural trade field. In addition, the thesis intends to explore the role of international regimes in this field and what achievements it might fulfill.
First, the thesis adopts the view from international perspective and analyzes the process from the conflict to cooperation in the WTO regime and the achieved agreement.
Second, from the supranational level, this paper goes on analyzing the internal principles and external relations in the agricultural trade field of the most successful quasi-supranational organization in the world - the EU.
Finally, the EU’s domestic common agricultural policy is discussed, which includes its principles, goals, regime, and especially its relations with the WTO along with its member states. |
