    Abstract: 德國文化外交政策為其外交政策三大支柱之一,歷來在協助達成外交政策目標— 維持和平、預防衝突、提高對人權的重視及宣揚合作與夥伴關係之原則下,專職於維護德國與外之文化友好合作關係。透過此一政策精神之向下紮根以及其經濟面向之強健表現,深化與廣化德國在國際舞台之政治實力。為使此正面關係得以持續發展、發揮其影響力,並在世界上打響德國為一「文化之邦」的名號,德國政府從而長期致力與投資,視其為一種和平保證與信任建設。

    本文係以美國學者Joseph Nye所提出的「柔性權力」(soft power)觀點出發,說明其內涵與重要性,再進一步地論證其與公共外交及文化外交的關聯性;另外綜觀當今國際社會對文化外交的重視程度及其他國家的施政策略,再針對德國政府自二次世界大戰後,文化外交政策的精神內涵、落實機制與執行面向作一介紹。

    本研究發現,隨著國際關係的演進,過時的外交模式不斷地遭受摒棄與改善,與時並進的外交策略便不斷地推陳出新。因應全球化的深化與廣化以及資訊時代的衝擊,柔性權力的擷取與文化外交的模式儼然已成為一國增進國家利益與國家權力的重要外交策略。
    The Foreign Cultural Policy in Germany is one of the three foundations of its foreign policy, which assists in achieving the goals: peace keeping, conflict prevention, human rights enhancement and international cooperation and partnership maintaining. The foreign cultural policy focuses more on international cultural friendships and cooperation relations. With this diplomatic strategy and its vigorous economic power and performance, Germany keeps deepening and enlarging its political power on the international stage.

    This thesis is thread with the viewpoint of soft power which is advanced by American scholar Joseph Nye. First of all it would show its connotations and the importance. The connections of soft power, cultural diplomacy and public diplomacy would be proved further. Besides, it would also introduce the situations and the strategies of other countries’ cultural diplomacy in the world. The case study of German Foreign Cultural Policy: main sprit, administration framework, and its contents, especially focus on the post-war age, would be addressed at the end.

    This research discovered that along with the evolution of international relations, the obsolete diplomatic pattern suffers through abandons and revises unceasingly. The progressive and up-to-date diplomatic strategies keep weeding through the old to bring forth the new. Facing with the impact of globalization and the information age, the conception of “soft power” becomes the key strategic point and the significant strategy in political affairs (authority) and foreign affairs of a country.
