    摘要: 歐洲聯盟於消費者保護政策之作為，於羅馬條約時期尚未將消費者權益保護議題納入條文規範中，進而發展至歐洲聯盟條約內設立了「消費者保護」獨立章節，亦規定其制訂相關消費者保護法令之依據。其主要變因皆是歐洲各國對消費者主權意識之覺醒，各界學者專家以及消費者保護團體不斷地在社會各階層推波助瀾，才促使歐盟機關訂立保障消費者權益之相關立法。本論文特別以商品安全（Product Safety）為歐盟消費者政策執行成效之案例，藉由，歐盟於商品安全規範所訂立之通用產品安全指令以及瑕疵產品責任指令，作為歐盟管制進入共同市場流通之產品安全標準，以及瑕疵產品損害消費者利益時之責任歸屬規範，並評斷歐盟執行消費者政策之效力。最後，則以歐盟未來將實施之「2007-2013健康與消費者保護計劃」，說明其將執行之範疇以及措施，並提出相關之消費者保護團體之評論，最後說明歐盟消費者政策面對科技快速發展之社會，如何因應消費者權益之永續保障，以及即將面臨的未來挑戰。
    The European Union achievement in the consumer protection policy, from the Roman Treaty period, the protection of consumer rights and interests was not a subject in the article. Until 1992, the European Union treaty set up the independent chapter “Consumer Protection”, also has basis of its making correlation law. The primary cause is the European countries to awakening of the consumer sovereignty consciousness. The scholar experts and the consumer protection organizations, who unceasingly impel the consumer sovereignty in the social various social strata. Urges European Union Institution to work out the relevant legislation which ensures consumer''s rights and interests. The present paper specially takes the “product safety” as a case study, in order to carry out the result of the effect, which the consumer policy of European Union has down. Take European Union’s “General Product Safety Directive” and “Product Liability Directive” as product safety specifications. As the standard which the product have to follow as the passport to enter European common market. And also be the Responsibility Ascertainment Principles for Tort Liability, when the defect products are harmful to interests of consumer. At the end of this thesis, present the future action plan of the European Union “Health and Consumer Protection Programme 2007-2013”, will explain its category of the measures and the executions. Some consumer protection ogranisations make a lot of commentaries and suggestions about the future action plan. To develop the consumer protection policy of European Union, there are lots of difficulties and challenges. European Union has to face those challenges and continues forever in accordance to the consumer rights and interests to safeguard.
