    摘要: 在全球化的風潮之下,提升國家競爭力已成為各國最主要且最迫切的課題。其中,攸關國家興盛最鉅的「教育」受到前所未有的重視與討論。在此背景下,向來本著機會平等理念及在嚴格法規規定下實施的日本義務教育也在教育制度及教育內容上進行諸多的變革。其中,又以小泉內閣時代的「教育特區」達到改革的巔峰。
    本論文以日本教育特區下的課程彈力化為主軸,探討教育特區的可能性及問題點,同時經由「英文教育特區」實踐例的介紹,探究利弊得失及未來展望。本篇論文共分六章,除序論及結論外,本論部份為第二章到第五章。第二章探討日本教育上的規制緩和及構造改革特區的目的,第三章主要分析教育特區在各地方活用課程的彈力化並舉出實踐例加以分析,第四章探討教育特區及教育、實施狀況,第五章探討英語教育的類別狀況並列舉個案加以研究。
    結論分為兩部份,首先針對教育特區的可能性及問題點提出以下看法:(一)教育特區的可能性:①教育的多樣化可以帶動地方發展同時可以符合不同的教育需求、②教育可以成為解決社會問題的工具、③可以解決各地不同的教育問題、④與地方的合作可以活化社區、推展地方特色並增加教育的成效、⑤學校之間的良性競爭可以提升教育品質。(二)教育特區的問題點:①地方改革意願低落、②只追求效率的教育有其危險性、③早期競爭及教育落差的嚴重化④和小學相較,國中階段的教育改革較不受到重視。其次,從英文教育特區的實踐例中,對於今後日本的英文教育提出以下改進建議:①小學英文教育應該訂定更具體的目標、②ALT的增聘及專任英文教師的培訓是當務之急、③應該開發小中一贯的英語教材,藉此縮小各地英文教育狀況之落差。
    Globalization has recently made the issue of “ how to enhance a country’s competitiveness ”into a critical topic the world over. Education, as always the most important and influential task in a society, has therefore received unprecedented attention. Japan, which is well-known for its passionate equal opportunity and strict laws in education, is now undergoing dramatic changes .One very typical reform that has been carried out under Prime Minister Koizumi’s is the so-called “special zone for education”.
    This thesis focuses mainly on the “ flexible curriculum under special zones for education”. It not only touches the possibilities of the special zones, but also reveals the zones’ weaknesses, strengths and future prospects by introducing “special zone for English education”.
    There are 6 chapters in the thesis, including prelusion(chapter 1) and conclusion(chapter 6). Chapter 2 is about moderation of Japanese education systems and explains the purpose of “special zone for structural reforming”. Chapter 3 analyzes the flexible curriculum in special zones and introduces several examples for better analysis and understanding. Chapter 4 discusses special zones for education and provides examples to illustrate the current situation. Chapter 5 explores on categories/types of English education.
    The conclusion is presented in two parts. In the first, the following possibilities and consequent problems with special zones for education are laid out::
    (一)Possibilities of special zones for education:
    1.Diversity in education may contribute to regional development and is capable of meeting different educational needs.
    2.Education can be a useful tool for solving social problems,
    3. Unique problems in the different regions can be solved.
    4. Positive effects may be expected through cooperation with local government.
    5. Proper competition between schools may promote quality in education.
    (二)Problems of special zone for education:
    1.Local government’s unwillingness to reform.
    2. Education that only aims at efficiency is quite risky.
    3. Early competition and educational gap will be wider and more serious.
    4. Educational reform in junior high is not highly-valued.
    In the second part examples of special zones for English education are presented and the following suggestions for improvement are made:
    1.More specific goals should be made for English education in elementary school.
    2.An increase in hiring ALT and training for English teachers are urgent.
    3.In order to narrow regional gaps in English education, carefully graded, sequenced teaching materials (from elementary through to junior high) must be developed.
